Mordor would like to apologise to those regions and organisations with which we enjoy relations for the lack of updates over the last several months. It is our hope that this update, although brief, can signal a return to business as usual for our foreign updates.

Thanks for opening a consulate! Can I ask for a brief outline of Mordor's government?

Indeed, you can. Mordor's government is focused around the institutions of the Nazgul and the Towers. The Towers, or rather their stewards, are the Lord of the Black Land (Sauron, though currently exercised by Intelligent Holograms as regent) and the White Wizard (Malkir, having been elected after the creation of the above update); the Lord of the Black Land is an unelected position, with the incumbent appointing the successor (though no one has yet been so appointed), and the White Wizard is elected every four months. Originally, the idea was that the Towers would challenge each other and vie for control, but it hasn't quite worked out that way.

The Nazgul are mostly appointed, one being elected by the Denizenry and the remaining Nazgul being appointed equally by each of the Towers; the Nazgul select from amongst themselves a Witch-King (myself, at the moment), who oversees the executive government and, generally, has provided the Nazgul's legislative program in each term. The Nazgul and the Witch-King, despite being largely appointed by them, have generally been rather independent of the Towers and have usually resisted efforts by the Towers to co-opt powers for themselves (the Courtroom debacle and one of the White Wizards' attempts to require the Witch-King's Cabinet to report to Orthanc rather than Angmar being particularly good examples, if you're interested in hearing some short tales of Mordor's past).

The other, more minor, organs of government are the Lord of the Black Land's Court/the Court of the Black Lands, which until recently the Lord of the Black Land presided over, the Appellate Court, which until recently was made up of the White Wizard, an appointee of the Lord of the Black Land and an appointee of the Nazgul, and Wormtongue, who is the World Assembly Delegate, though the elected Wormtongue has not actually reached the in-game Delegacy since January.
