Article 5 Section 1 of the TSP Legion of Honor Award Act mandates a maximum time between nomination and "presentation" of one month (except for the sitting Delegate). The Chair interprets "presentation" to mean having been voted on by the assembly and subsequently issued by the Delegate to the nominees. Since the original nomination of Kringalia, Roavin, and Nakari had not even gone to vote in the three months since, and the nominees were not the Delegate either then or now, these nominations are now expired and void and the motions to vote are not recognized.
