I've brought this up on Discord, but it's worth bringing up formally here.

I'm going to be writing a TG tool anyway, so we can think of a few ways we can utilize API Telegrams for the benefit of TSP. Here are some ideas I've had:

• An exit telegram, as used by TNP/TEP, to tell nations leaving to please not leave
  
• Recruiting nations that move to regions we consider unworthy of the game, such as TI
  

Any more ideas?
