Sure. And what I'm saying, then, is that we have legislate the giving of poll powers to someone (ideally an EC).

So basically, we take Rebs' draft, and add an amendment to the RO act giving one or more election commissioner Poll and Communication powers. That works for Delegate and LC elections, then.
