The last clause kills me here: including cases in which the Prime Minister has cast a vote. Yes, he's (or she's) the Prime Minister, and they have control over things. This does not mean that they get to vote twice; I'm pretty sure that a law states that's illegal (I just don't know which law).
Similarly, veto power is trash. Again, it is understandable that government officials get to have special powers, but I think that veto power simply takes it too far. It can be politicized, which I guess may be the point, but ehhh. I don't like veto. The current law is ok - if there's a tie, the bill fails. After all, it didn't get a majority.
