Yes, since the Delegate is the main representative of game-side. A Delegate that is visible and approachable is the key to a happy and content region.   

What is your definition of 'active'? AKA: About how many times do you think a Delegate needs to post on the RMB per day?

What region (s) would you like to further relations with?  

A Delegate needs to be at least present once a day, which I would consider a bare minimum. I have it that low because I need to consider that real life sometimes is too cruel for one to be constantly monitoring the region.

I don't want to comment on our relations with GCRs, as the ones we have cut ties with have had a serious reason to, but I know that we should keep warm relations with out friendly allies and perhaps seek out others who uphold our standards to cooperate with.

Er, I thought I already did in my campaign... Maintain the security in the region and use their World Assembly powers to lead and protect along with the Council for Regional Security, to nurture the game-side needs in cooperation with the Local Council by being approachable and understanding, be a figurehead of the region assisting the ministries with our prosperity and relations with others, and promote the culture and ideals of the region.

Since political parties are not unconstitutional and allowed by the Charter, I believe that anyone can use any tools they are entitled to for pursuing political goals. Myself, I do not find any interest in them.

I believe you are. I don't think the law explicitly disallows campaigning during the voting period, does it?
