[DRAFT] Regional Security: Amend Border Control Act

A question I have regarding border control of the CSI is whether breaching the endorsement cap constitutes a security risk and therefore falls under the purview of the CSI or whether it can be handled solely by the DC. Providing the same authority to two separate institutions seems ripe for overlap and future confusion.

2.1-2.3 would be CSI only, no?

But I think the conversation about whether CSI or DC do the "low-level" endo cap checks is worth having.

Endo cap checks don't require specialised knowledge so they can definitely be performed by members of the DC. In any case, it would be good practice for lower members and in a way, allowing the Assembly to see who is actually willing to put the time and effort in these repetitive tasks.

Yup, this seems good to me. Plus now we have a separation of judge, jury, and executioner for all cases except the Delegate handling RMB spam, with appropriate protection afforded by 4.1.

So, yeah, I think this one's done.
