It's not necessarily creating a new ministry, it's splitting the Ministry of Regional Affairs into two (or more, but most likely two) separate ministries, with each new ministry focusing on one aspect that the (former) MoRA encapsulated. With USoVietnam's proposal of Culture and Integration, Culture would deal with regional events and celebrations, as well as journalism, while Integration would deal with introducing new players to NS.

This means that the different new ministries could focus completely on their role; meanwhile, in the MoRA, if they were merely separate bureaus, then they'd be too busy collaborating (as they're both part of the MoRA) to really focus on Culture/Integration.

This has the additional bonus that new players, who may be daunted by the size of the MoRA and its different branches, may finally be able to join the Executive by focusing on either Culture or Integration. I say this since that's what's been happening to me.

Overall, this is a very good proposal, and I wholeheartedly support it.

I’ll say, again, that this doesn’t at all address the core issues with MoRA. It’s a nice-sounding proposal, but it would hardly lead to real change.

The problem with that logic is that whilst a new ministry will create a new cabinet role, it won't produce any new players. So there's still the exact same number of people doing the exact same amount of work.

I think fundamentally, it boils down to the size and responsibility of the ministry. We expect the Regional Affairs to essentially coordinate and execute any policy which remotely falls within the sphere of, well, regional affairs — whether it be journalism, roleplays, festivals, integration, et cetera.

Comparatively, the Ministry of Foreign Affairs, and I am being general here, largely communicates with our foreign partners and adversaries, as well as producing foreign updates.

The two ministries have vastly different levels responsibilities, and I would argue that the MoRA, as it stands, has a far greater amount of work to oversee. It is simply not a practical expectation, as Seraph attests to above, that the Minister can fulfill each of their tasks to a good degree of satisfaction.

Moreover, in terms of skillset, the subdivisions of regional affairs vary drastically. For example, I think the ideal candidates for these positions would be Viet for Integration and Escade (ikr) for Culture. Their competencies are very different but it suits what is expected of their hypothetical positions.

This is true. I suppose the question is then whether these same people would be more effective working in smaller well-defined groupings like separate ministries than they would in such a large cohort.

The Ministry of Integration should look over these matters:
- Maintain the dispatch system and WFE.
- Conduct periodically AMAs with government officials (with the culture ministry if needed)
- Maintain a monthly/weekly news service (with the culture ministry if needed)
- Lead the SWAN team.
- Assist the LC in engaging with the gameside community. There have been fuss over the LC not actively approaching the forumside government. If you don’t give them a proper terminal to approach then how can they even do that. Assisting here means communicating with the LC regularly and tell them to do stuff such as promotion of certain forumside events.
- Actively approach and guide new members. (Sounds easy but it is not)
- Operate the University of the East Pacific-equivalence.
- ...

I can list a few more things. The Integration ministry is basically our de facto education ministry.

The Culture Ministry should oversee:
- Roleplaying
- Journalism
- Events and festivals

As for the personnel problem, I will gladly run for an integration ministry if it exists as it is an area I have more experience. I have been reluctant to run for MoRA because I can’t handle doing events and roleplays. We have people that are better at communicating than doing stuff like writing or organizing, we need separated ministries for these people.

MoMA and MoFA tpically have better and more even performance than the MoRA because they don’t do a lot of different work. The MoRA is doing a bunch of different work which require radically different skills, to the point the position itself should be effectively a management role rather than directly doing any work. (the role that only Prime Minister should have). Regions with successful integration programs always have a separated integration and culture ministry. Unless someone provides a counter-argument that we tried this and failed in the past or a region tried the current integration+culture-in-one approach and succeeded, I will still stand with my point.
