Fellow Legislators, 

The Universal Coding System serves as my administration's first step in modernizing the Assembly forums and archives. It includes comprehensive methods on coding bills and threads in the Assembly, thus is able to guide Legislators into creating discussions which follow existing and future Assembly standards. This document does not have the force of law but rather serves as a conventional method for coding threads in the Assembly forums. 

As I submit this document to the Assembly, I ask for your advice to bring out the best of knowledge and incorporate into a final, functional coding system.

Definitely! Once final changes are made, it will be included in the Guide.
