CRS REGULATION I
 
A Regulation relating to the Dynamic Endorsement Cap during Round 2 of the Delegate Elections.
 
The Council is:

Cognisant of the lengthy transition period between the declaration of a Delegate-Elect and their mechanical ascension as Delegate;

Resolved that this period may be shortened with an allowance to exceed the World Assembly endorsement cap by the candidates of Round 2 of the Delegate Election;

and shall, therefore, allow the candidates to exceed the endorsement cap with the requirement that the candidates do not exceed eighty-five per cent (85%) of the third-highest endorsement count of Council members who is not presently serving as Delegate. The candidates who do not succeed in the election will make concerted efforts to bring themselves under the endorsement cap.

A Regulation relating to a Dynamic Endorsement Cap.
 
The Council is:

Aware that the present static endorsement cap limits the number of high influence nations in the South Pacific;

Conscious that the security of the Delegacy can be fortified with a higher number of native nations with high influence;

and shall, therefore, mandate a Dynamic Endorsement Cap (DEC).

(1) The CRS will regulate the DEC for and may change it accordingly based on security considerations.

(2) The DEC is presently eighty-five per cent (85%) of the lowest endorsement count of Council members.

CRS REGULATION III
 
A Regulation relating to the South Pacific Coral Guard.
 
The Council is:

Appreciative of the many South Pacificans who wish to aide the South Pacific in a defence role;

Conscious that a greater number of nations with significant amounts of influence will guard against threats to the Delegacy;

and shall, therefore, create a service to be called the South Pacific Coral Guard (SPCG).

(1) The SPCG shall be made up of trusted nations who have served at least six months as a Legislator or two terms as a Local Council official and who have submitted an application to the Council on Regional Security.

(2) Members of the SPCG will be an important form of defense in the region helping to maintain an endorsement count distance between the Delegate and members of the general population.

(3) The CRS will regulate the Dynamic Endorsement Cap (DEC) for the SPCG and may change it accordingly based on security considerations.

(4) The DEC for SPCG members is presently eighty-five per cent (85%) of the third-highest endorsement count of Council members who are not presently serving as Delegate.

(5) A member of the CRS will be appointed to act as a liaison for SPCG members and, in times of emergency, SPCG members might be called upon to support or otherwise work with CRS members.

(6) Members for the SPCG must submit an application to the CRS, and, pending approval from the body, the CRS should inform the Assembly of this decision.





REGULATION IV

CRS REGULATION IV
 
A Regulation relating to the Endorsement Caps.
 
The Council is:

Cogsinent of amendments to the Charter that alter the security dynamics of the South Pacific;

Determined to provide clarification on the impact of these changes on the general security landscape of the Coalition;

and shall, therefore, amend the endorsement caps provided for all South Pacificans.

This Regulation supersedes any conflicting provisions in previous Regulations.

(1) Members of the Council on Regional Security have a static endorsement cap. The cap is forty endorsements (40) below the the Delegate's endorsement number.

(2) Members of the Coral Guard have a static endorsement cap. The cap is sixty endorsements (60) below the the Delegate's endorsement number.

(3) South Pacificans who do not have membership in either the Council or the Coral Guard have a Dynamic Endorsement Cap (DEC). The DEC is eighty per cent (80%) of the lowest endorsement count of Coral Guard members.
