My Dear Minions,

It is my pleasure to present to you the Third Edition of the Delegate's Briefing, the fortnightly summary of the Supreme Leader's government's activities.

There are several matters, in particular, I would like to highlight to you:

The government announces with regret the departure of Aviatta (also known as Luca) as Minionster of Engagement. Over the past several weeks, Aviatta has worked tirelessly behind the scenes to ensure the successful delivery of the Unified Application Process along with the all-important Dispatch project and we commend them for their valuable contributions to the Coalition. In light of this reshuffle, Prime Minionster Witchcraft and Sorcery has announced the Cabinet appointment of United States of Vietnam (USoVietnam) to serve as Minionster of Engagement and we wish them all the very best. We also bid farewell to Qvait (Jay Coop) who has stepped down from the Council on Regional Security to serve in the South Pacific Special Forces and we thank them for their service.

The Assembly recently convened for an election of Chair (the Speaker of Parliament) which saw Tepertopia (Anjo) elected for a four month term. The Assembly is the sole legislative branch in the Coalition and is open for membership to all Minions who can file an application here.

As we entered into September, we congratulate Apatosaurus, Gonrati, and Arvan Irawer for having finished in 1^st, 2^nd, and 3^rd place in the September 2021 Endorsement Day. The Endorsement Days celebrates exchanging endorsements in the Coalition and the winner are recognised for having endorsed the most Minions in a forty-eight hour period. Minions are always welcome to and indeed warmly encouraged to join the World Assembly and both dramatically increase their influence on the world stage as well as strengthen the security and defence of the Coalition.

What does the Portrait show?

⦿ Each circle represents a nation. Each grey line with a small arrow between the circles represents an endorsement. The direction of the arrow indicates who has endorsed who.

⦿ The size of each circle represents the number of endorsements the nation represented by the circle has. The larger the size, the higher the endorsement count.

⦿ The colour of each circle represents how many nations are currently being endorsed by that nation. The cooler the colour, the higher the number of nations being endorsed.

⦿ 22 August | Qvait (also known on the forum as Jay Coop) steps down from the Council on Regional Security. In a speech at the Fudgetopia Government Center, Qvait said that it was "a decision that I did not reach without deep consideration, having spent quite some time deciding" but that they "decided to resign because I have joined the South Pacific Special Forces, which requires me to be mobile with my World Assembly membership, which is impossible to do simultaneously as a CRS member."

⦿ 24 August | Aviatta (Luca) departs as the Minionster of Engagement. The first-term Minionster addressed the Ministry in their farewell speech and spoke of their "pr[ide] to have been witness to the Ministry of Engagement's accomplishments over the last few months" but thought that they were not the "appropriate candidate to resolve the challenges the ministry faces, perform the development my station expects, provide the social engagement that critics desire, and deliver the type of propaganda necessary to reinforce the fact that we are continuing to work."

⦿ 25 August | On behalf of the Cabinet, Prime Minionster Witchcraft and Sorcery announced the appointment of United States of Vietnam (USoVietnam) as the Minionster of Engagement in light of Aviatta's resignation. The Prime Minionster extended the Cabinet's "gratitude to Luca for their outstanding service to the Coalition in this role and wish them all the best in the future." Speaking to Ministry staff, the new Minister of Engagement thanked their predecessor: "The ministry under Luca's leadership has finished the two important projects that are the Dispatch Project and Unified Application Process. I want to extend my thanks to Luca for leading the ministry to accomplish these goals and wish her the best. My goal for the remaining of the term is continuing to execute Luca's agenda, especially regarding the card program as well as addressing a few issues about the ministry's activity level."

⦿ 25 August | World Assembly Minions voted to pass an amendment to the Elections Act which sought to clarify voting by South Pacific Special Forces in gameside elections. The vote concluded with 58 in favour and 5 against.

⦿ 26 August | The Assembly convened for an election following the recall of Minion Chair Purple Hyacinth for their long absence from the office and resulting dereliction of duty. Deputy Minion Chair Tepertopia (Anjo) was elected with 72.41% approval by their fellow Legislators. The new Minion Chair will serve a full term of four months.

⦿ 28 August | The Office of the Delegate launched News Waves. The short-style news format updates Minions about the government's actions with corresponding links to the larger piece, whether it be a debate thread in the Assembly or a Cabinet announcement thread.

⦿ 1 September | The Southern World Assembly Initiative released Volume 37 of the SWAN Awards. There were several notable nations recognised for their achievements in August: Langburn (most endorse buttons clicked), Nyxonia (highest average endorsement count), and Yaravia (most nations endorsed).

⦿ 5 September | The September 2021 Endorsement Day concluded with Apatosaurus, Gonrati, and Arvan Irawer having finished in 1^st, 2^nd, and 3^rd place, respectively. The Endorsement Days celebrates exchanging endorsements in the Coalition and the winner are recognised for having endorsed the most Minions in a forty-eight hour period.

At the time of publication, there are two proposals at vote in the World Assembly. In consultation with the Office of WA Legialtion (OWL), the Supreme Leader has cast the above votes for these respective proposals.
