My Dear Minions,

I am pleased to report to you that much has transpired over the past fortnight. Unfortunately, that means that this will be a relatively large address but I don't wish to bombard your honourable state with multiple telegrams over a short period of time so I have combined them into one. There are three major things to note: (1) Endorsement Day; (2) Delegate's Brief; and, (3) SWAN Awards.

(1) November Endorsement Day

As you will no doubt recall if you have been a loyal Minion, every month, the Coalition hosts an event called the Endorsement Day! Over the course of the next three days, we encourage you to share and trade endorsements with as many nations as possible. Encourage each other, challenge each other, and let's see how far we can get! If you usually endorse a lot of nations but have gotten behind recently, now's the time to catch up; if you haven't endorsed anyone before, now's your chance to learn and try it out; and if you don't want to join the World Assembly on your main nation because you disagree with its policies, maybe now's the time to create a second nation to endorse with!

Our regional statisticians over at SWAN will record the numbers and then put together the results. The winner—whoever endorses the most nations and the CRS, among nations in TSP before the beginning of the Endorsement Day—will be announced just after the Endorsement Day are over.

May I also warmly encourage you to endorse myself, Amerion, along with the members of the Council on Regional Security, Farengeto, Kringalia, PenguinPies, Sandaoguo, and Tsunamy. This is crucial for both our regional security as well as, coincidentally, being in the running to win the Endorsement Day! ^-^

(2) Delegate's Briefing VII

It is also my pleasure to present to you the Seventh Edition of the Delegate's Briefing, the fortnightly summary of the Supreme Leader's government's activities.

I am pleased to formally introduce the new Cabinet led by Prime Minister HumanSanity. The executive leadership team includes Minister of Foreign Affairs Roavin, Minister of Culture Doge Land, Minister of Engagement Nyxonia, Minister of Media Lebatrip, and Minister of Defence Witchcraft and Sorcery. The new Cabinet has outlined the plans for the coming term in their joint inaugural address and I encourage you to have a read.

The Cabinet is the executive branch of the government and in charge of many of the region's most important functions. If you would like to contribute to the Coalition's success, please do consider lodging an application to join the branch here and the responsible Minister will be in touch.

On a sad note, I wish to also report the departure of Aumeltopia from the Council on Regional Security. We owe an immense debt to our former Delegate for their contributions to the South Pacific and we wish them all the very best for their future endeavours.

(3) SWAN Awards Volume 39

The Southern World Assembly Initiative released Volume 39 of the SWAN Awards. There were several notable nations recognised for their achievements in October: Kanatian Percocet (most endorse buttons clicked), Hanguk-Nippon (highest average endorsement count), and Pencil Sharpeners 2 (most nations endorsed).

What does the Portrait show?

⦿ Each circle represents a nation. Each grey line with a small arrow between the circles represents an endorsement. The direction of the arrow indicates who has endorsed who.

⦿ The size of each circle represents the number of endorsements the nation represented by the circle has. The larger the size, the higher the endorsement count.

⦿ The colour of each circle represents how many nations are currently being endorsed by that nation. The cooler the colour, the higher the number of nations being endorsed.

⦿ 21 October | The incoming Cabinet delivers a joint inaugural address. The address featured statements from the Prime Minister-elect HumanSanity, Minister of Foreign Affairs-elect Roavin, Minister of Culture-elect Doge Land (Offsite username: im_a_waffle1), Minister of Engagement-elect Nyxonia (Tishers), Minister of Media-elect Lebatrip (Floptop) and was intended to give Minions a preview of the plans for the coming term.

⦿ 22 October | With the conclusion of the formal electoral transition period, Admiral Delegate General Amerion conferred gameside Regional Officer authority to the newly-installed Prime Minister HumanSanity, Minister of Foreign Affairs Roavin, Minister of Culture Doge Land, and Minister of Engagement Nyxonia.

⦿ 28 October | The Ministry of Culture launches TSPoween 2021 in anticipation of Halloween. The event lasting from the 28^th of October to the 1^st of November features activities such as tetr.io, Cards Against NationStates, and trivia.

⦿ 29 October | Aumeltopia (Somyrion) signals their intent to step down from the Council on Regional Security. In a public statement, Somyrion acknowledged that the cease-to-exist status of the nation, Aumeltopia, meant that while they had a week to rejoin the World Assembly and reacquire the necessary number of endorsements, they were unlikely to do so due to a desire to step away from the body.

⦿ 29 October | The Council on Regional Security appoints Nyxonia as the 10^th member of the Coral Guard.

⦿ 30 October | Z-Day¹⁰ begins. The annual zombie apocalypse involves a world-spanning level of deaths and just a dose of human will to survive. It does not end well.

At the time of publication, there are two proposals at vote in the World Assembly. In consultation with the Office of WA Legialtion (OWL), the Supreme Leader has cast the above votes for these respective proposals.

In the past two weeks, the Admiral Delegate General voted as follows:

'No Rec' or No Recommendation indicates a vote where, in the absence of a recommendation from the OWL, the Admiral Delegate General did not immediately cast a ballot in the World Assembly. The accompanying colour (green/red) indicates how the Supreme Leader ultimately voted in line with the majority of the South Pacific's WA Minions.
