PROPOSAL: WA Ministry |
I've been posting WA resolution summaries on the RMB for every resolution since March (excluding ones during my exams) to attempt to generate some kind of formal interest in the WA. While some discussions have come about as a result of my posts, we haven't really seen much more than that.
Did some LC, MoRA, CRS stuff in the past. Do a lot of World Census stuff now.
I think that's a great start but we know the RMB moves very quickly and we miss a lot of it. More TGs perhaps. We used to have someone who helped people draft proposals, having people create mock ones for TSP that are more or less serious might help as well. At the end of the day it's creating avenues for people to be engaged in ways they like so if there isn't engagement and several things have been tried then one can move on (or come back later and try other things).

That's correct, I served informally as a WA Adviser, but that title is just a holdover. I imagine I haven't been changed back to CRS because I haven't requested it, but the RO powers were the same for me anyways. I've usually been resistant to this idea, but I'm actually kind of open to it now. Nobody has any actual evidence of what comes first -- interest in the WA that creates a ministry, or a ministry that creates interest. We've tried the former and it hasn't worked in the, oh, 5 years we've tried off and on. My thinking is that maybe without the institution of a ministry behind it, nobody really wants to do it. In the past, Delegate have basically given the job to anybody with resolution writing experience. But I don't think that's the relevant experience. A WA Ministry would work to increase our WA membership rates, increase our clout and voting power in the WA, and coordinate with the the region's foreign affairs on SC resolutions. They could run WA campaigns to defeat/promote a proposal (within stupid game rules). There's more than just somebody who's good at writing resolutions-- those people tend to be bad at the organizational aspects that we've expected.

Honestly, I think it's worth a try as well. It's an "easy" amendment that can be easily reversed again too, if it ends up not working out. Nothing wrong with experimenting a bit.
Rough first draft: Charter VI.2 Wrote:2. The Cabinet will consist of ministers with the following portfolios: Foreign Affairs, Regional Affairs, World Assembly Affairs, and Military Affairs. Charter VI.12 Wrote:Minister of World Assembly Affairs Should be enough for a start.
My question is, what actual power will this minister hold, beside a cabinet vote?

I really like this idea a lot! Joining the SWAN Knights was really my first foothold in integrating into the region. I think it is a great place for people who want to stay active on the actual game to help the region. A small ministry that is dedicated to World Assembly Affairs would be really awesome, and a place where I would personally like to get involved! Quick question: would endorsement programs like the SWAN Knights be under the purview of this Ministry, or would that be handled elsewhere?
As to the proposed draft, personally, I'd like to see the purpose of the Ministry defined a little more specifically—I think it would help the Ministry stay on track and focused. Something like this? Charter VI.12 Wrote: Wrote:Minister of World Assembly Affairs Of course, those are just examples. Feel free to swap them out or disregard altogether! Mainly, I'd just love to see this as an option for new players like myself to get involved in!

Railana had been a WA adviser for a while and then Glen.I'd spoken to both Glen and Railana about this at the start of my term. Railana particularly believed you need to build an engaged community before you could create an effective ministry. I hope that SWAN helps us with this, but sadly my own time and enthusiasm for WA proposals is limited, so I couldn't be that guy. I apologize for the late response— been busy with schoolwork But a minister is more amazing than a mere advisor. An advisor tells delegate what to vote in WA resolutions, a minister stacks up a WA ministry with 30+ people who love to participate in the WA. That’s a start. That’s great work you’re doing and you’d be an ideal deputy minister for the WA ministry, got summaries would also be in the form of dispatches/Information For Voters and be telegrammed to the full region (07-10-2018, 01:17 PM)sandaoguo Wrote:(07-09-2018, 03:23 PM)Tsunamy Wrote:(07-09-2018, 03:16 PM)Belschaft Wrote: I’ve always been resistant to this idea, as I feel that the WA rightly comes understand the purview of the Delegate - who after all controls the block vote. 100% agreed (08-21-2018, 07:21 AM)Roavin Wrote: Honestly, I think it's worth a try as well. Fae, your edit of Roavin’s amendment is very detailed and useful In my opinion there is much more to the job but those points you wrote sums it up there’s been longer than a month of discussion so I hope this goes to vote sometime soon

It's worth noting that they're not particularly detailed like the TEP ones. I'm not really a WA expert, though I don't mind making these I was hoping someone better than me would be taking them on by now. As for TGs, I'm generally wary about sending them regularly; players tend to get angry if they get more than 1 a month... Did some LC, MoRA, CRS stuff in the past. Do a lot of World Census stuff now.
