This is because we had to reinstall the editor plugin a while back. It could be added back - the editor is quite flexible in what can be put into its top bar, so suggestions on things to add/remove/change are appreciated.

Is there a table generator option for the editor?

There's a table generator, but not from the Quick Reply box. You have be on the full posting page. The link to it is right under the smilies.
