Why not use the personal notes section provided on everyone's user cp?

Personal notes are private. A subforum would work better - Equilism uses it for Senators to keep a disclosure of COIs etc.

It should be/probably should be wherever the campaigning threads are, maybe even in Election Central. While it won't be as available, you'll only have to be updated with activity from the last term. But it can really be anywhere.

Personally I think the Assembly makes the most sense, since Election Central won't be open all the time.

IMO, putting a CoI sub-forum in The Assembly seems more appropriate.

The Government House is, more or less, a place for official statements of TSP.
It would be really out of place to put it there.
