Milograd is a special case of someone who came out and apologised after the event and hasn't shown an inkling of wanting to do what he did again. I'm not sure the Parole Board can ever satisfy you, HEM, but we followed the law and protocol set out and Milograd did meet them. 

The entire point of my essay was to assert that even if he did apologize, his remorse is a downright sham. For shame Unibot, you churn out thousands of words in essays, but couldn't be bothered to read my article? Tounge

Well, that's what I attempted to do in my article. The fact that he betrayed us initially, despite his "service" for the region, shows that he is willing to manipulate to get what he wants. The fact that he basically mocked us as he left, promising that we would "elect him as Delegate again" pretty much shows what he is angling for now. He has proven time and time again that he is not to be trusted, and that his motives are never as pure as he may pretend.

My argument is that he is in a process of manipulating us based on his past tendency to do so. If he was scattering evidence of this manipulation around presently, it wouldn't be a very good manipulation.

This is like you asking Charlie Brown from Peanuts what evidence he has that Lucy is going to pull the football away from him after inviting him to kick it. The evidence is that it has happened before, and he downright promised that it would happen again.
