RE: [IC] Reizen Civil War - GI-Land - 05-23-2019

The minister of foreign affairs and the chancellor exchanged a look. Marja nodded slightly to Tom before he began to speak.

"Sir, I think our Leader made the stance very clear. The Frost Empire has the full sovereignity over Reizen. We don't want to fight there and see it critical other nations think Reizen is their territory to battle out on, what system or ideology might be best. Other nations should have supported the Frost Empire as of the beginning and not have joined the Ryccian and Bruuman destabilising forces that were responsible for the non-aggression pact to get terminated.

While GI-Land feels honoured by your President's attempt to find a diplomatic compromise for the situation, we nevertheless need to tell you sadly, that GI-Land will not get dragged onto your side in any compromise. Stability can only be reached, if the actual order can get built up again, which is to support the Frost Empire in gaining back their power in all of Reizen instead of supporting one of the factions in a regime change."

Mentioned The Peony, "fortunately the Ramadhan as well as the Football World Championships would make it difficult for attend you myself. There are several points worth consulting with you, if you could oblige, honorable Chancellor Harrison."

"Yes, what is it that you wish to discuss?"

"The Valkyrian stance on the Reizen incident is clear, as with the Peocracy. Most governments in play wish that the Frost Federation allows Reizen to initiate a democratic referendum, and decide the fate of the nation's government," Answered The Peony, "and although most are united to knock down RIM presence, the Frost Empire have not mentioned that they are willing to provide the people of Reizen a choice."

The Peony sighed, "Huawan advocates with tremendous challenge to ensure that the people of Reizen are provided a fair referendum under supervision hopefully by the World Forum, if Frost were to maintain sovereignty, would it be possible to have it without violent coercion? We see Valkyria outspoken in the matter, and we would like your opinion about the events at hand."

"Since 2016, the foreign policy of the Valkyrian government is the development of peace, freedom, and democracy in the world. If a referendum were to be held in the Frost Empire, it must be done with the cooperation of all parties, including those in Reizen. If the Frost Empire wishes to hold a referendum without the people in Reizen having a say in the vote, they cannot credibly claim sovereignty over Reizen. If such a referendum is held, the World Forum must be there to observe its legitimacy. For Valkyria, the most important issue at hand is building of a framework for peace. I believe that one way for us to build this framework is to mobilise a military coalition that would occupy Reizen with the approval of the Frost Empire. During such time, a military government would administer public services in the region until such time that the Frost Empire can hold a legitimate referendum that includes the vote of the people of Reizen."

"The Frost Empire has taken a no-compromise stance on the possibility for a unified military coalition to have boots in Reizen." Answered The Peony, "It plans to take over the peninsula with its own assets and political sympathy from the World Forum. The political dynamic and sovereignty of the Reizen state is in gridlock, and it won't be long before this could spiral out of control."

"Huawan does not tend itself to the wargames and imperialism of those nationstates, however, we could not ignore the fact that those in Reizen suffer as its figureheads play its wargames, its public services in tatters and infrastructure demolished to bits." Continued The Peony, "people displaced, malnourished and inflicted with illness."

"Huawan, alongside the World Forum Health Council and the Doctors Without Borders organization believes that despite the conflict, the civilians of Reizen must have access to proper healthcare." Said The Peony, "We have taken much steps in negotiating with all the sides of the conflict."

The Peony then paused, and continued.

"Our simple idea is that at the door of our hospital, we treat everybody. We treat children, we treat mothers, we treat fathers, we treat wounded combatants, and it is not a crime." Said The Peony, "a doctor cannot be tried in a war zone, for treating a wounded combatant."

"It is not easy," mentioned The Peony. "We work on all sides of the conflict, and we have created a space, a humanitarian medical space that is neutral, partial and independent. From reports in the frontline, and the "Sanctuary" Refugee Camp, our supplies are in decline, and a Cholera outbreak in central Reizen has made it massively difficult to provide food, water and medicine for these people."

"We had thought to ask aid from the Frost Empire, as their claim for sovereignity would supposedly hold them responsible for the civilians," answered The Peony, sighing and continued, "the other parties in the conflict would allow our aid in condition that it is not provided by The Frost Empire, due to security reasons. In addition to it, the RDC and RIM are cold to accept supplies from socialist countries. Noting events in the Catra Death incident."

"Huawan requests the help of our Valkyrian neighbors, and help stabilize an already violent peninsula. Either by donation of aid to the World Forum, or a direct donation to the MSF. Would that be possible to be brought to your council?"

RE: [IC] Reizen Civil War - Jay Coop - 05-24-2019

"I deeply value the neighbourly relationship between Huawan and Valkyria and there is mutual trust between us. Valkyria is willing to donate food and medical supplies to ameliorate the crisis in the region."

RE: [IC] Reizen Civil War - Bzerneleg - 05-24-2019

"Sir, as much as we want the Frost Empire to continue to be able to govern Reizen, the voices of all people must be heard. We are willing to drop our insistence on a free market economy in Reizen so that its people can decide what they think is best. But regardless of what Reizeners chose to be their future political system, it must be based on the sacrosanct principle of popular sovereignty. That is a government created by and sustained with the consent of Reizeners.

We believe the best way to make that happen is through a Frost transitional government in Reizen that sets the foundation for freedom and democracy in the future. We do not want to impose any particular ideology since they are all basic human rights. However, what its government has done does not show us its willingness to secure such rights and freedoms for its citizens. If the Frost Empire does pledge to ensure free and democratic governance, we would not have sent our troops into the battlefields.

I understand, sir, that peace and stability start when all parties rise above self-interest and come together to an agreement. But let it not be forgotten that when the people of Reizen lose, we all lose. That shall be the basis of all agreements and compromises, and so far Mr. Chancellor, we are losing." said Special Envoy Delagarde.

RE: [IC] Reizen Civil War - Folkmann - 05-25-2019

General Deikermann finished his remarks by stating, "The city of Kinjishi is strategically important, it is best to land an air-force division and scope out the area. The RIM have agreed to give up some assets and continue trading with Fauderland. However, there should be no attack unless it is for defense or higher orders have said otherwise. Our job is to defend Kinjishi and to keep it under RIM control long enough until a standoff or time to mobilize ."

Landing a couple hours before sunrise, the first air-force division had reached Kinjishi. The timing was intentional as there was the possibly of being spotted by the Empire's air presence nearby. "Copy that, we have reached Reizen airspace safely, preparing to land at a remote airbase" air force pilot, Heike Sonnefeld reassured before landing.

However, our paths to it diverge: our interest lies solely in that of the WPR, whether it choses to resume the Grovesnore deal or not. We will suggest, and support, their return to the table only if we see it as the best move for them.

This is the reason we had to react with a precautional move to the announcement of your exercises: but if what you say it is true, that you have no hostile intention on the local and international comrades there, you will not have to worry of us.

To speak more directly, if you strike RIM with your Navy and Air Force we will not consider it an hostile move and thus will not react against your crafts. It would be a matter between you and the Empire. Should you send ground troops, that would be a deal-breaker though.

While we can enjoy a fresh diplomatic start, I'm afraid your relationship with Bruuma is beyond savatage. And as our ally, we must share their concerns and move jointly. So, our forces will remain mobilized for the duration of the exercises, but we'll guarantee no hostility as long as the WPR and our forces are left alone
".

"As you know, Sedunn wants a solution that avoids a second Great War. For as long as the RIM remains a fighting force in Reizen, more and more nations with opposing ideologies will be dragged in. It would be a war with no winners, only losers.

In the spirit of transparency, I should note that there are plans to deploy ground forces against the RIM. This would only happen if it is directly and officially accepted by all the Grovne Signatories and if it would help deal a swift and critical blow to the RIM."

"I do agree that RIM is today's biggest obstacle to peace and we would be ready to do our part on the gound too, but I don't think there are any chances at the present moment that the other factions could agree on that. And that is the reason we have abstained from sending troops so far: avoiding an escalation that will only worsen the course of the war.

While I do understand why Sedunn is concerned with Reizen, due to your geographical proximity, it is less clear to me what is the outcome you are hoping for and to whom your favore goes... perhaps you may clarify it for me?
