Bzerne Special Envoy meeting with GI-Land

SPECIAL ENVOY DELAGARDE: Sir, ma'am, I come to this meeting with a belief that one country can never do it alone in the Reizen Civil War. If each of us are all pitted against each other, nothing can be achieved. Not victory nor defeat. The civil war will continue on forever, and I believe that is not both sides want. 

The Bzerne government does not take the diplomatic relations between our two countries lightly. GI-Land was the first foreign nation to establish an embassy in Bzerneleg, and that is something very unique that we cherish. That is why we come in this room with an open mind and no assumptions or conditions, hoping that we would gain a better understanding of GI-Land's stance on major aspects of the Reizen Civil War.

We believe, with full confidence, that while the Frost Empire has sovereignty over Reizen, its governance over Reizen is deeply concerning. It had dismantled the very institutions of government which kept Reizen together. What we want, sir, ma'am, is not more death and chaos, but simply peace. However, we came to an understanding that this is not possible. As we observe the last few thousands of freedom fighters upholding the ideals of liberty, justice and democracy die, we knew that the threat to freedom in the region is imminent. Because injustice anywhere is a threat to justice anywhere. Sooner or later, sir, ma'am, the threat will come to our shores.

Nevertheless, the President seeks continued friendship and further cooperation between Bzerneleg and GI-Land. He is curious as to the actions GI-Land is willing to take regarding the Reizen Civil War and hopes that the summit would end in a compromise that will help restore peace and stability in Reizen. While Bzerneleg is currently engaging militarily in Reizen, we are trying our best to coordinate it with our diplomatic efforts. We noticed that it is frankly very hard, if not, impossible for one single country to succeed in this complex, multi-faceted conflict.

This is the reason we had to react with a precautional move to the announcement of your exercises: but if what you say it is true, that you have no hostile intention on the local and international comrades there, you will not have to worry of us. 

To speak more directly, if you strike RIM with your Navy and Air Force we will not consider it an hostile move and thus will not react against your crafts. It would be a matter between you and the Empire. Should you send ground troops, that would be a deal-breaker though. 

While we can enjoy a fresh diplomatic start, I'm afraid your relationship with Bruuma is beyond savatage. And as our ally, we must share their concerns and move jointly. So, our forces will remain mobilized for the duration of the exercises, but we'll guarantee no hostility as long as the WPR and our forces are left alone".
