And that is the reason we have abstained from sending troops so far: avoiding an escalation that will only worsen the course of the war.

While I do understand why Sedunn is concerned with Reizen, due to your geographical proximity, it is less clear to me what is the outcome you are hoping for and to whom your favore goes... perhaps you may clarify it for me?
"

"I am glad that you exercise restraint in this conflict as well and that you value non-escalation.

Sedunn believes that the rule of international law is the foundation of peace and stability. We view the situation in Reizen as internal affairs of the Frost Empire. Any action by any nation not sanctioned by the Empire is a breach of international law. Sedunn does not favour a specific side in the conflict, we hope to defend the principles of international law and basic human rights.

We also have concerns for the humanitarian situation. If we can help stop the suffering of the Reizen people, we are obliged to do that.

An escalated conflict in the area would of course also have implications for the ocean-going trade that the Sedunnic economy is dependent on, therefore we have an interest in containing the conflict.

Sedunn seeks a solution where the killing stops, humanitarian aid can be brought in and the people of Reizen may chose their own future, whatever it might be. May it be to remain in the Empire or proclaim independence. The key is that the Empire accepts it and that a regime is not forced onto the people of Reizen.

I take it that the proffered outcome for you is a communist regime that can be your ally?"

(05-24-2019, 10:46 PM)Bzerneleg Wrote: "Sir, as much as we want the Frost Empire to continue to be able to govern Reizen, the voices of all people must be heard. We are willing to drop our insistence on a free market economy in Reizen so that its people can decide what they think is best. But regardless of what Reizeners chose to be their future political system, it must be based on the sacrosanct principle of popular sovereignty. That is a government created by and sustained with the consent of Reizeners.

We believe the best way to make that happen is through a Frost transitional government in Reizen that sets the foundation for freedom and democracy in the future. We do not want to impose any particular ideology since they are all basic human rights. However, what its government has done does not show us its willingness to secure such rights and freedoms for its citizens. If the Frost Empire does pledge to ensure free and democratic governance, we would not have sent our troops into the battlefields.

I understand, sir, that peace and stability start when all parties rise above self-interest and come together to an agreement. But let it not be forgotten that when the people of Reizen lose, we all lose. That shall be the basis of all agreements and compromises, and so far Mr. Chancellor, we are losing." said Special Envoy Delagarde.

The chancellor nodded along, but still looked skeptically at the envoy. "Well, I've got another few questions for you then. What's Bzerneleg losing at the moment with that conflict? What's the motivation and what are your interests in that area? Why should GI-Land give up its neutrality and go proactively into this conflict? What would we win with that, what would you win with that? And don't come with 'Only the people of Reizen will win with that', because obviously all international parties partaking in this conflict have own goals and those are definitely not based on the Reizener's dreams or wishes. Persons believing that are pretty naive."

"We do wish to see the WPR as the leading party of Reizen. We are however realist regarding the fact that it can happens through different ways, which have not the same probabilities of happening and not in the same time spans. So, we are open to support every course of action as long as we believe it to be the one offering the better chance for the WPR.  So, given our reciprocal reassuring that no one intend to undertake hostile actions against each other, is there anything else you wish to discuss?"

Hip-hop entered a code, then he spoke in cryptic Sedunnic.

"Hip-hop. Apple, yawn, five-nine. Car."

The code he had entered into the phone and the code words told his commander that it really was Hip-hop and his status was briefly relayed. The voice on the other side answered.

"It is good to hear your voice. We are sorry to hear Book didn't make it. There will be time for all of us to grieve. Outstanding work though, both of you."

The voice continued to brief Hip-hop about the outcome of the discussion with Politburo leader Alphonse Kirihito. It concluded by giving Hip-hop new orders.

"Orders: Share intelligence about the RIM. Exfiltrate with WPR aid, LL2 or LLT43. K2 in affect."

LL2 and LLT43 were codes for designations for safehouses where he would receive new orders and K2 meant that Hip-hop was allowed to use any force necessary to escape, should he feel he was a prisoner of the WPR or the RIM.

"No, I am satisfied with what has been achieved today. You know where to find me if you wish to discuss matters such as these in the future. Have a pleasant day, minister."

Gjieramm ended the call and took a deep breath in relief. Then he briefed his secretary so that he in turn could brief the relevant ministers and military. He also asked for the preparation of a press release.

Something had clearly happened in Belmont. Fist a change of rhetoric, and now they too seemed to advocate what Sedunn had been trying to achieve throughout the civil war. Belmont had to be contacted, and time was precious. Normally the minister of foreign affairs would have taken care of it, but he was indisposed. Being a member of the so-called Security Council, minister of defence Derrns Kappsaty had also been given the mandate to negotiate and to disclose certain information regarding Operation Musical Cartography according to his own judgement.

Kappsaty hurried to his office, leaving trails of coffee on the blue marble floor on his way. He closed the door and picked up his phone and asked the operator to call Vice President Francis Underwood for him.

RE: [IC] Reizen Civil War - VPRB - 05-30-2019

A dining room somewhere in Bayougrad, late night, a few days ago

So you lost your famous touch with the ladies, comrade Hunt?” teased Drake, while peeling a grapefruit “If I remember correctly your tales, you boasted quite an impressive record of seduced female spies back in your days in the Ge-Rouge

If I had to be rude with the High Diplomat at the Ball, comrade Drake, it was because I was busy convincing her Frost counterpart not to shoot down your costly planes flying over Reizen” retorted Hunt - both annoyed at the jab and surprised that Drake was actually capable of humour- while preparing to light up one of his cigars.

If you youngsters are done squabbling, we have a country to run and a cause to carry forward” calmly intervened Papa Unclepear, motionlessly sat on his throne, wrapped in his black drape. Both Minister shut up abruptly, the tension locking their jaws. “You are a brilliant strategist on the battlefield, Comrade Drake, but the diplomatic field follow different rules” the Eternal Leader explained “A diplomat of that rank does not let personal antipathy go against the interest of its country…or her own, depending on loyalty. She just tried to use it as a psychological trick”.

Of course, Eternal Leader. Yet, the Treaty spoke clear, there was no need to negotiate” objected Drake on Hunt’s operate. “If they wanted to limit our presence in their bases, they would have found a loophole regardless. I highly doubt that calling their Minister of Defence instead would have yield better results” the other retorted. “Comrade Hunt you are right in your first consideration…” said Papa Unclepear, but before Hunt could finish to smile added: “…but let’s not presume how Comrade Drake would have fared without any substantial element”.

He paused and let out a thoughtful sigh, the continued his analysis “Why the Peony suddenly turned on us it is yet to see, although I suspect the answer involves her young age and power-hungry ministers fuelled by ambitions or foreign money. The old rulers of Kai Fa slipped on the same slope a long time ago and today are just ghosts of the past. The time of the Peonian dynasty,as for all monarchs, will come too, sooner or later”.

The seemingly old Leader suddenly seemed to revitalize, straighten up and ordered: “Let’s sum it up: Comrade Drake, make the best of what you can of this time window we have, and keep our forces stationed there until the very last day, even if with a symbolic presence. Our returning friends of Ubesii already have provided us with an alternative in the East; if we are lucky, Reizen will be sorted out by August and we’ll find new havens in the Western continents.

Comrade Hunt, keep up weaving our net of relationships, but still try not to worsen things with Huawan. And both of you gentlemen try to coordinate more instead of overstepping in each other field
”.

Taylor, the minister of Economy, who until then had been quiet sipping on a glass of rum, take advantage of the brief silence to ask: “Regarding the economic provisions of the Treaty and the Southern Sky Alliance, how do you wish us to act, Eternal Leader?”

As long as they roll with it, roll along. Remember the teaching of the Masters: a capitalist would sell you the rope to hang him with...” Papa Unclepear instructed him, a slight smile cracking up his wrinkly face.

“We truly appreciate your concerns as well as your trust with our aid, as such we shall provide our best efforts in trying to mitigate the situation in the Reizen peninsula. We shall contact the WF Health Councilor right away, and we can proceed in trying to curb the repercussions of violence in the area.” Answered The Peony, “Ramadhan Kareem, Chancellor. Wassalam.”

The Peony turned off her phone and continued reading the Women’s FWC paperwork that she must approve tonight. It was then that she heard a knock on the door of her study.

“Enter.”

The door slid, and Rin bowed before entering.

“Assalamualaikum, meimei.” Greeted Rin.
“Waalaikumsalam, jiejie.”
“My Nuwang, the High Diplomat is here with the World Forum Health Councilor.”
“I shall tend to them,”
responded The Peony, “please give our guardians the rest of the day off, and allow just a small number of them guarding the outer circle of the manor.”
“….The Pseudocoma Protocol?”
“Yes, please initiate it.”
Answered The Peony, she then looked at Rin. “Oh, and when is the call for maghreeb?”
“Two hours until adzan, my Nuwang.”
Responded Rin, “shall we prepare extra chairs to break the fast?”
“Make it so, jiejie.”
Answered The Peony, as she got out from the room.

The Peony walked to her living room, and seeing her two friends jumping up to bow to her. As The Peony pardoned the rudimental gesture, she proceeded to sit down with her two friends.

“Is something the matter, meimei?” Asked The Peony to the High Diplomat.
“Everything has gone accordingly, my Nuwang. Albeit not without severe risks.” Answered Diao Chan, “I have the recording between myself and Mr. Hunt.”
“Please.”
Diao Chan played the recording between herself and Mr. Hunt, and as the voice was heard inside the living room, both The Peony and Doctor Valentine was listening quite intently. The Peony took notes on every word emphasis in the recording, and told Diao Chan to rewind or fast forward anything that piqued her interest.

One of her hobbies passed down by her grandmother, and the only one that got such a luxury by the preceeding Peony, Lingxin Yan. She had learnt the fact that her grandmother was one of the most influential and progressive spies in the Great war, as well as being the founder of the Dai Li, the Peonic Secret Service. A lesson that her grandmother wishes to impart on for purposes of counterintelligence.

As the recording finished, The Peony sighed and closed her eyes. Resting a mind that spaced out analyzing, and her pencil on the spiral spine of her notebook. The Peony looked at her MoFA and gave a smile.

“Jazakallah Khayran, meimei.” Answered The Peony, who then proceeded to look at Doctor Valentine.

“I am sure you have many things to inquire on this?”

“I do not make a habit on swearing, and I plan not to do so today.”
Said Doctor Valentine, restraining herself.

The Peony then gave a sigh, and recalled her thoughts.

“A deal was made under the table, in exchange for cancelling the botched ballistic missile joint research, Huawan is to open another deal that allows Bruuman assets to be housed in Peonic ports for interests that does not inconvenience the Peocracy. While it is certainly a sticky situation, we accepted the counteroffer as a gesture of goodwill.” Answered The Peony, “as such a published communique that informed Bruuman medical aid to the WPR was sent via Peonic lands, nearly 6 months ago. When we heard reports that spies are baffled of the fact that Bruuman assets are not shot down by the Empire for aiding the WPR, everyone treated it like a secret. A well published news article by one of the most progressive regional newspapers is thought to be unknown.”

“Now the Bruuman establishment had continuously sent medical supplies and secretly sending some ‘unclaimed cargo’ en route for the WPR. But as of February the supplies stopped, and as the WPR was knocked back and encircled by both the Frost Empire and RIM, supplies did not through Huawan no longer.” Answered The Peony, “I had a sneaking suspicion that with tighter surveillance, the Voodoo republic seeks other means to provide their support for RIM, and an intelligence had reported of backhanded deal in Valkyria. I further recall that upon the entry of Bruuman assets for a stopover in Huawan, a separate offer was given to Doctor Liu, of several Bruuman medical supplies to be donated to the MSF. That is why Professor Zee had to create a press conference to ensure that the MSF are impartial.”

“Such led me to examine Bruuma’s true intentions. As such they need new methods to proceed sending their medical equipment to Reizen, and through donation to the MSF, it shall be enough to smuggle much needed humanitarian support to the WPR and Reizen fully. If their agenda were to spread the light of socialism on the peninsula, they would do well to accept it, as well as finish your dilemma of supply shortage, Doctor Valentine.”

“…..” Doctor Valentine halted her words, and placed a serious face

“Which, after hearing the response of a clearly agitated and impulsive man, who had tried to perform several self-soothing actions to not project discomfort further. I can definitely suspect that illegal backhand trades are going on between Bruuma and the WPR. The Voodoo Republic’s intention was to spread socialism, but under a controllable puppet that is the WPR.” Recalled The Peony, “the agreement that delegate Hunt was quite headstrong about, has already been made, and a prolonged stopover is certainly not in the deals. With our position in the matter, they try to capitalize it with the Frost Empire, and a precaution for escalating tensions would may be a hidden agenda for other things.”

“……”

“In short, there is certainly something more than caring for their fellow comrades. They seek a certain degree of autonomy, and while I care not, we must not allow the Peocracy to be a part of any aggression that the ‘precautionary’ asset were to perform in the later future.” Said The Peony, “If they wish to capitalize on a deal that they themselves have unknowingly reimbursed, and proceed to assume we are pushovers. So be it, we shall look the other way, but we must capitalize it another way.”

“And how so?” Asked Doctor Valentine. The Peony then looked at Diao Chan.

“Do you have a map of The South Pacific?”

As Diao Chan took the map of the South Pacific on her tablet, The Peony used her fingers to navigate the screen.

“The Ryccians are currently passing through Gi-Lanndian waters into Reizen in a way to intercept the Bzerne ships from entering Reizen waters. A sail from the south would be severely costly, and they do not have any allies which would enable them to stopover. RATSPT would be very close to Vastraenn, and not able to perform much, moreover, their assets in the Siculites would be strained.” Said The Peony, “as such moving through northern waters is much more cost effective and efficient and it would enable them to increase pressure on the Bzerne ships as well as the Reizen peninsula directly.”

“I think I see where you are going.”

“A northern cross on the western continent, and a diagonal sail to the Reizen peninsula would not only pressure the transcontinental trade routes, it would also dampen the supplies coming to the MSF camps.” Answered The Peony, “Bruuma would not stand for it, but after the Serevan war, the last thing it needed was an all out confrontation with the Ryccian navy. Now, having a large patrol of military ships in northern waters would also decrease value of our routes from Gi-Land, Farengeto, Snolland, Erinor, the Solar System Scope, Imkitopia, Frost and the Voodoo Republic itself. If we are to further expand our routes north, and perhaps move to commercial ventures in the Rainbow island, the sea must not be threatened by impulsive Ryccian fleets.”

“A redirection.”

“Our naval presence stationed in the Voodoo republic would increase the security of our container ships and our interests in these areas. The Ryccians would of course be tempted to push through, but RATSPT and the Siculites would call for their help rather immediately. Fauderland is moving to help RIM, and Ryccian assets are seen activating itself against the claimed “Terrorists”. They would be forced to a longer route through the polar, but fortunately it would decrease tension on our waters, and overall tension for our commercial lines.”

“I am rather impressed.”
Answered Doctor Valentine.

“The Frost Federation is trying to control the supply diverted to the other parties and its medical supplies by decreeing to withdraw any humanitarian officers away from the zones. If we see another epidemic that’s going to happen anytime soon, the MSF alongside the WF Health Forum must try to contain it as much as possible.” Responded The Peony, “I have also negotiated with Chancellor Harrison, and she has agreed to provide the MSF a considerable supply of rations and medicine, hopefully it would be enough to solve the shortages until the resolution.”

“I am glad that it’s resolved.”

“What of the Bruuman assets? They shall arrive soon.”
“I have ordered Lord Roland Young to prepare our assets for departure a full week after Eid. They shall continue with the plan and hopefully secure our assets in the north. I have also called for Aurel to see to it that the Bruumans are comfortable.”

“My, you truly have thought of everything, did you not?”

The Peony then looked back, and saw a figure she knew too well.

“Doctor Kane.” Greeted The Peony, “would you like to have a seat?”

Doctor Kane then got himself seated, and infront of him, was his ex-girlfriend.

“Valentine.”

“Kane.”

“I believe there is more to your story than that, was there not?” Asked Doctor Kane.
“….”
“A decryption by Doctor Valentine led us to a lab in Bruuma that are currently in cooperation to research on the Norovirus. A private lab under a fake Erinorian name, it is also the next clue for the operation, and one that you are ordered by Lady Caitlin to follow.”

“I suppose I must confess.” Mentioned The Peony, “I am merely allowing you a favor.”

“There is also more, a weaponized version of the Catra Death has been stolen under our noses, and it swims calmly in the waters, somewhere in Reizen. A private entity was hired to supposedly turn the scales around on the field. Who is benefitting? That is something that I’d like to ask myself.”

“My scientists have successfully mapped the Catra Rye genome and created the antidote as well as the guideline to manage the disease. The drugs are currently in the second stage, what is more to add?”
“The Bruumans have tried to research the Catra death alongside the WF Health Forum to rid of the properties, but a single entity managed to gain the sample and improved into it.” Answered Doctor Kane, “if we can find the assets, we must neutralize It. I have asked a certain friend from Kinjishi to help locate the mysterious entity.”

The Peony sat silent.

“I had feared such possibilities to happen later on.” Mentioned The Peony, as she took another sigh, “The Bruumans have questionable objectives on the field, and there is a potential all-out battle of the seas once more. Now there is a possibility of an active catra death weapon waiting to be unleashed?”

The Peony looked at her three companions. She then looked at Diao Chan.

“If it is possible, set an assembly with the Knightisian federation with us in the short future to reaffirm our position in the matter. If we can, try to negotiate further access of medical support in the peninsula from the Empire, and a neutral service. Unless it is deeply possible, propose that a referendum to be included in the plans when the Empire actually took Reizen, then we can surely start to have Frost gain further rapport on the field.”

“What of Bzerneleg?”

“The streets say that Bzerneleg is going through some interesting revelations. With it in a gridlock, we can definitely try to negotiate a position of strength.” Answered Doctor Kane, “our strength would certainly be augmented greatly if Huawan got its position as deputy speaker of the World Forum.”

“If Huawan does not get the position, the World Forum will be in a tremendous gridlock for months.” Answered Doctor Valentine, “we have such limited time.”

“.....Assembly. Let us now plan for the upcoming strategy.”

*Adzaan*

“I believe it is time to break the fast, if you do not talk shop, you are welcome to stay for dinner.” Invited The Peony, she looks at both Doctor Valentine and Doctor Kane, “behave, you two.”
