I think it's more, the law surrounding the GC is optimistic, Tsu. It assumes that people are... good and that they wouldn't call for a GC unless it was necessary. Sometimes, when the law expects good behavior of people, they act better than when the law anticipates less reputable behavior.

In 10 years or so, an obviously unnecessary GC has never been called. That's something to be proud of.

While I appreciate the optimism Uni, let me frame this another way.

Is it that people have been on "good behavior" or that the people in positions of power have aptly controlled the situation?

Who has previously called Great Councils? Has it been the everyman we're suggesting I'm trying to take power from, or has it been those already in positions of authority that think things need to be "fixed"?
