A PROCLAMATION
WHEREAS the security and vital interests of Bzerneleg and its ally, the Reizen Democratic Coalition are endangered by reason of the orchestration by the Frost Empire of attacks against the Reizen Democratic Coalition in Reizen Island, with the intention of eliminating the Coalition, and possibly, the survival of liberty and democracy in Reizen; and
WHEREAS by a Joint Resolution passed by the Parliament of Bzerneleg and approved on November 22, 2018, it was declared that Bzerneleg is determined to assure, by whatever means may be necessary, a future of liberty and democracy in Reizen and defend itself and its allies against aggression from enemies foreign and domestic:
NOW, THEREFORE, I, DONALD B. BLYTHE II, President of the Republic of Bzerneleg, acting under and by virtue of the powers conferred upon me by the Constitution and laws of Bzerneleg, in accordance with the aforementioned resolution of the Parliament of Bzerneleg, and to defend the security of Bzerneleg and its allies, do hereby proclaim that the forces under my command are ordered, beginning at 16:00 Coordinated Universal Time, January 29, 2019, to commence, subject to the instructions herein contained, the military intervention in the Reizen Civil War.
For the purposes of this Proclamation, the instructions shall be the following:
The entire Bzerneleg Southeastern Command shall be ordered to DEFCON 3 and mobilized in order to prepare for full war. 9,500 troops and 60 tanks shall be deployed into Reizen Island, including Zett Island, by air, due to the Frost blockade and inability to deploy troops by ground. They will be tasked with defending the territory of the Reizen Democratic Coalition in Reizen and Zett Islands and Zett Corridor from Frost occupation. Airstrikes may be ordered if the Commander of the Bzerneleg Southeastern Command shall deem it necessary. 1 aircraft carrier, 10 cruisers and 15 destroyers shall be ordered to move in close distance with the Frost blockade in order to form a standoff and are authorized to take necessary actions against Frost forces. However, it is forbidden to conduct an attack on Frost ships, unless there have been prior Frost attacks against Bzerne ships. Bzerne forces shall refrain from attacking WPR forces and conducting offensives against Frost forces since the sole purpose of this military response is to deter Frost occupation of the Reizen and Zett Islands. However, they may conduct an attack whenever necessary.
To enforce this order, the Secretary of Defense shall take appropriate measures to support the military intervention in the Reizen Civil War, employing the land, sea and air forces of Bzerneleg in cooperation with any forces that may be made available by RDC and other allies.
IN WITNESS THEREOF, I have hereunto set my hand and caused the seal of the Republic of Bzerneleg to be affixed.

On my orders, our troops have begun deploying onto selected targets of military importance to prevent the Frost Empire from annihilating the RDC by occupying the aforementioned islands. These are opening stages of what will be a broad and concerted campaign.
More and more countries are giving crucial support diplomatically and militarily to defend the cause of liberty and democracy in Reizen.
Every nation who has voiced their support for the RDC has chosen to bear the duty and share the honour of serving in our common defense.

My fellow citizens: let no one doubt that this is a difficult and dangerous effort on which we have set out. No one can foresee precisely what course it will take or what costs or casualties will be incurred. But the greatest danger of all would be to do nothing.
The path we have chosen for the present is full of hazards, as all paths are—but it is the one most consistent with our character and courage as a nation and our commitments around the world. "Assure that everyone of our staff are to retreat from the frontlines and thr standoff, ensure that the RDC camp is notified as well. Moreover, ensure that the populants of Camp Sanctuary do not disturb and rebel on this."

The Broker silently thought about Dr. Kane’s deal before he struck with his own counter offer, “That is an enticing offer Dr. Kane, but not enough to pay for all of the conditions you’ve demanded. I would like 30% of your investments in a contract to manage a sum of your Jade enterprise instead of 20% and you will leave the proof behind on the table to placate Kariya. In exchange, I have several benefits. First, you will be able to exit the city and RIM territory without harassment from Kariya or the RIM. Second, the MSF will be granted entry to Kinjishi and the Greater RIM territory. By now, the assailants of Daganronpa will be in Kariya’s custody, but that is not an issue. Those who were attacked by the assailants will be treated, but I’m afraid Mr. Shikabane will not receive pardon... Men of his and Toudou’s caliber are proud individuals who know the risks and rewards, and I refuse to injure Mr. Shikabane’s pride by accepting your terms when his risks were justified.” The broker looked at Ms. Toudou before he continued, “Instead he and Chane will escort you out of the city while Ms. Toudou deals with the ones who betrayed both my and Shikabane’s trust.”
“Afterwards,” Ms Toudou spoke, “If it is alright with Father, I would like you, Mr. Shikabane, and you Ms. Chane to advise and assist the new Peonic Branch in the event that this agreement is settled. You and I have our differences, Mr. Shikabane, but your results continue to speak for themselves. I understand that you wouldn’t want to play babysitter to the new chicklings, but that is precisely why I would like you in that advisory role. Your talents would be wasted being tethered to the Peonic Branch if you were to lead it, but as an advisor you have the freedom to continue to operate freely around the region as you have done in the past. The chicklings will still rely on me for the most part, but at the rare points where I am unavailable for advice I want you to fill in for me. I also apologize for the disrespect earlier, but I do not appreciate you disrespecting the Father’s honor and reputation when someone betrayed his trust as well.”
Admiral Yamamoto grimaced as news of the Bzerne military intervention were relayed to him from the First Fleet. His Fleet was reorganized for the operation Zett and comprised of: 1 Aircraft carrier (75 aircraft), 3 I-401C Submersible Aircraft Carriers (18 aircraft total: 9 multi-role fighters, 9 UAV), 25 Attack Submarines, 10 Destroyers, 5 ASW-frigates, 5 Cruisers, 4 Mine countermeasures/destroyer escorts, and 1 Submarine Tender. He had more than enough fire power to take control of the strait, but news of the foreign involvement made him wish he had the 4 ballistic missile and 10 guided missile subs from his usual complement on hand to provide key burst missile support against modern navies. Those assets along with his amphibious capabilities were redirected to the 1st fleet which became a dedicated offensive amphibious fleet in the fight against the Rebels. He didn't know when the Bzerne fleet would arrive, but he knew he couldn't count on the other fleets since the 9th and 12th fleet were busy enforcing the blockade against the RIM blockade runners. The 1st fleet was also busy with its own missions in the area, while the 2nd and 3rd fleets guarded the homeland. He had a few hours before the Bzerne fleet would arrive and spent it accordingly. He reorganized the fleet into a surface and undersea task force. The 3 I-401C carriers and 25 attack subs would mantain control of the strait while his surface task force would meet the Bzerne fleet head on in a tense game of chicken. If the Bzerne fleet launched a missile or entered the operating zone of the 6th fleet they would be met with deadly force.

Dim Sum Military Airport, somewhere outside Tom Yam
Bruuman Air Force’s wing commander Fëdor Osprey took off his helmet as the cockpit of its Sukhoi Su-30 opened. A feeble chill wind caressed his face and his eyes adjusted to the light, focusing slowly the runway of the airport. The air was filled with the swooshing noise of the rest of its wing landing and the rumble of the machineries operated by the local Kai Fa crews. He disembarked through the stepladder and was welcomed by a Kai fa Air Force air vice marshal, or something equivalent according to the ranks on its uniform. He was escorted by two guards, standing a few steps behind near the cart, which they used to get to the runway. No fanfare, no parade as in the joint exercises he had took part before… but then that was no exercise. A war was going on in Reizen and they were about to join.
“Comrade Osprey, I am Senior Colonel Yu Pyong. In the name of the People’s Republic of Kai Fa, I welcome you and your wing in Dim Sum Military Airport” said Yu. They shook hands. “I thank you for your welcome, comrade. We are looking forward to our joint assignment” Osprey answered. “Do you confirm your wing carries what we have been warned of?” asked the Kai Fa commander. The Bruuman pilot looked at one of his Tupolev Tu-160 landing. The crafts under his command were the finest of the Air Force. And he could see the horrible charges filling the gut of the plane. Nerve agents and other chemicals. Airborne diseases. “Yes” he confirmed with a stern face and gloomy tone “We carry those”.
Later, Osprey and Yu were sitting with other officers around a map of Reizen. The wing commander spoke: “Our glorious Leaders have issued a clear order. We have to support the WPR fighters in their battles, striking only at those forces engaged against them. We have clearance to strike at any local of foreign force as we see fit, but we have to refrain from attacking Frost Imperial Forces unless if they are in battle with the WPR. All clear?”. The entire room answered positively. “What weapons are we allowed to use?” asked Yu “Conventional charges, including depleted uranium shells. All other special ammunitions are to be withdrawn until further orders” explained his Bruuman counterpart. “And may the Loas spare us from such a severe measure” then added.
