Autonomous? Maybe. In a way.
Dependent? Certainly.
Independent? Sure as hell not. Not that independence would be a good thing either. This way you get most benefits of the U.S. package without as many of the responsibilities.

Its the USA who made us like that. First, a law that requires all imports to be brought in 'Murican ships(now where do I remember that happening before, huh? Oh yeah, the British with the 13 Colonies! And who were the 13 Colonies, hmm? The start of 'Murica! Its shame!). And those ships and the process cost a hell LOT. LIKE, LOT. Its the most expensive by the way. And there are not many of them. That is why things in Puerto Rico are more expensive than in 'Murica. At most, 40% more expensive, I've heard.
Second, we is small island. We need ships for import. Its a shame, its costly.
Third, we developed too rapidly. Agriculture was basically wiped out in the modernization process, leading to us needing import routes. Now, we produce pharmaceuticals and we are the rum-producing territory of the USA. Yay.
Fourth, 85% of all we consume(not just food, everything we need) is IMPORTED. 15% is ours. So, we basically NEED imports to stay ALIVE. And now that a shipping company has pulled out of Puerto Rico, plus El Faro sank, its going to get a hell lot harder. Sigh. What's HDI good for if you is dependant?!

That's why splitting the Caribbean up was a bad idea. Here in the north these problems don't exist. Here other ones exist.

It could be sky blue, ocean blue, cyan, turquoise, teal, deep blue, royal blue, indigo, midnight blue...
