I take issue with Articles 2.4, 2.6 and 3.1, as it imposes unnecessary creative restrictions on future MoRAs and their staff.

I've never been a fan of legislating things that can be dealt with via common sense. I agree that any harm it causes would be minimal, but that doesn't produce an argument for changing the status quo.

I don't think it's changing the status quo as much as it is about writing it down.

If this law existed three years ago half the stuff it seeks to make permanent wouldn't exist, as we would have written previous standards into law. The status quo is to allow things to naturally evolve and change over time, rather than to freeze everything in place in 2020.
