Would that singularly prevent your Aye-vote on this bill? If not, I'd suggest we put this to vote and follow through with a separate discussion on debate times and such (I'll start the thread and everything), as that is a matter that's not clear-cut and will need some discussion to resolve (see my earlier answer in this thread).

Note that the version at vote now has a redundant "either" in 1.2.c; I would urge the chair to remove that word after it has passed using the powers and process of 2.4 of the same.
