No. Keep in kind the concept is that Hammerstar would be nominating itself for Council President. Its SCO ambassador would discharge those duties on its behalf, since they are the top Hammerstarian official there, but the Council President would be Hammerstar, not the ambassador. In that sense, you could replace your ambassador, but remain Council President, until your term was done.

Nominations are for the member state. The one doing all the presiding would be whoever happens to be your SCO ambassador at any given time.

While we're at it, perhaps members who self-nominate could also explain what their priorities would be for their term leading the Council? What resolutions they would hope to pass, what issues they want to tackle, etc.
