How about we wait until Tim comes back, and unless he has a specific reason that we should not vote to withdraw, we bring the legislation to the floor, and vote on it. The cabinet brought it before the legislature, and there was clear support for withdrawal of the treaty, and the only reason that I can think of that it didn't get voted on was the COA elections, and therefore, if those hadn't been taking place, this would have gone to vote already. I think that it needs to go to vote.
