Ambassador Kilaweioni,
the Charter of the World Forum intends that the Committees are only for monitoring purposes and for pre-discussing topics which are then submitted, if needed, to the Assembly debate or resolution process. They have, so to say, a "proposal right" and could suggest, that the Assembly needs to take swift action. The power to actually execute actions lies fully in the hands of the Assembly though.
