Nefunuku is a human city, though, I should clarify.

The Tangata Cult is based on the Tangata manu of the mythology of Rapa Nui and was a later religious innovation over the traditional ancestor/moai worship. In this it'll probably be something more sinister, but whatever it is, the population of Nefunuku would still be predominantly human, I think.
