To me, the issue is not so much MoE reform/reorganization as it is that the region needs to recognize and appreciate an MoE that isn't defined as coterminous with one person. MoE cannot just be "Viet's job", it has to be a job anyone with reasonable qualifications and levels of interest in the region could approach. It's as much about perception as it is about job capabilities or the Ministry's actual structure. Viet even talked about how the Ministry under him was a tech-development Ministry rather than an outreach Ministry, and the potential for growth and change under a new Minister. For those reasons, I'll just be honest that Viet would be my last choice of the ones we've discussed. I have no doubt Viet would keep the MoE doing good work, but both in perception and practice the MoE can't just be the MoViet, that's not sustainable. Minister of Foreign Affairs
