Something like this:
Cabinet Elections - High Court appoints at least 2 EC's on the 1st of the month in which Cabinet Elections take place.
High Court Elections - Cabinet appoints at least 2 EC's on the 15th of the month before High Court Elections take place.
Special Cabinet Elections - A member of the High Court serves as EC.
Special High Court Elections - A member of the Cabinet serves as EC.

I wouldn't support an established EC - the old one was run by Todd McCloud (one of the leads of OBT). It's difficult for us to find trustworthy established players to fill such seats.

I do, however, agree that we need a time where the new EC nomination should be announced by - instead of waiting until the day of to figure out who will be the EC.

1. Elections will be run by a member of the forum administration staff, acting as an election commissioner.
2. A designated Election Commissioner may be appointed if all members of the administration staff will be candidates in the given election, or if no administrator is able to be an Election Commissioner.
3. Any appointments for the Election Commission must be nominated one week prior to the start of general elections and approved by the Assembly.
