The biggest problem with making it an elected position right now is to find candidates for the position. If OWL has a good base of people who want to run for the position then this is a good proposal. But with this becoming a ministry or not, we still have to restrict the Delegate's legal freedom to decide on GA and SC resolutions. Currently, the Delegate can easily and legally ignore Cabinet's recommendations on any SC or GA resolution, this has not happened yet, but there is nothing to assure it won't happen in the future. The view that the Delegate *is* 100% responsible for WA voting decision indicated by certain legislators violates the principle that they should only serve as a head of state.
