Honorable Ambassador,

in principle the administration of Gianatla and this delegation is in favour of your proposal, however there are some criticisms to be made.
First of all, the steps you want to take are not possible to take in this way. You skipped the measures of WFR 1d Sec. F Subsec. 2 Let. a-f without explaining in your Sec. B why such a skip is justified. Such a skip is justified in an emergency situation, an existence of which would need to be laid out (see WFR 1d Sec. F Subsec. 1).
Then you didn't stick to the order of the to be taken measures. A standard measure j can only be taken, if before that or together with it the measures g, h and i are also taken. So we'd ask the delegation to reconsider and either propose a standard resolution, that asks the Assembly to make use of the measures g and h or of the measures g, h, i and j.

Secondly in your explanation you did not fully make clear, how the principle of proportionality as laid out in WFR 1d Sec. F Subsec. 4 is considered. This doesn't mean, we don't see your reasoning and it neither means, we don't think you're right, however this resolution makes itself contestable, if we don't make sure, our principles set in the Charter and WFR 1d are not upheld.

To end on a positive note again: The implementation guidelines look written well enough and clearly to us. Also we are seeing it positively, that the Efladian delegation wants to focus the measures on the junta and not against the Mirrey or Siculite administrations.

We ask other members to also raise their concerns, if they have them, and propose amendments to the resolution, also taking the points we've made into account. The sooner we can pass a legally correct standard resolution, the earlier we can show the world we can act swifter than before. Otherwise future standard resolutions, and in extension the WF, will have an even higher burden of "proving" themselves to be effective.
