Don't see the reason why their names were removed considering that. In any case, it is moot now.
I'll leave my two cents and say that CSS members who are in the WA should generally be endorsed even if they aren't in the Coral Guard. If someone is in the CSS then we already trust them enough to handle regional security, so there is no reason why they shouldn't endorsed.
