[DRAFT] [2221.AB] Legislator Expansion Amendment

It's worth noting, that anyone that wants to be able to vote in elections and other appointments without participating in the legislature would still need to join the forums in order to participate (even under the proposed new system). Traditionally, this has always been a rather hard pill (or barrier) for some to swallow (or cross). Legislator status only affects forumside members (since gameside members get second-round delegate voting AND LC voting) so the change would be unlikely to lead to many RMB people crossing over just to vote in the cabinet elections or other appointments.

I am also rather wary of going back to posting requirements since everyone is currently a citizen by default, and becoming a legislator allows you to vote on stuff too. If you don't want to vote on some things but not others, then just abstain, we shouldn't need to cater and create a special setup when a viable solution already is present.

This is not related to the broader discussion but I would argue this is a bit of a distinction without a difference. Yes, everyone is now referred to as a citizen, but the definition of a citizen has changed to the point that it is now the term used to describe what was then called a "resident". In that sense it isn't that the benefits of citizenship were extended to more people, rather it is that citizens were renamed to legislators and residents were renamed to citizens. The benefits of each group remained the same.

That is basically how I kept up my citizenship in TNP for a while before I withdrew during our diplomatic row. It's because of that experience that I don't think going to TNP's way of keeping citizenship is a good idea.



With respect to the conversation about how to determine whether someone posted on Discord, it's as easy as writing "from:user#number" in the search bar.

I don't know how productive it would be to have our Chair or Legislator Committee spend their time looking to see when someone lasted posted. If there can't be a tool that does the work for them then it shouldn't be an option to be seriously considered.

I don't really support the proposal, but I imagine there's a way to code Coconut to do the work for them and show when each legislator's last post was.

I'll address the other points brought up later, but I am thinking that as discord primarily complements the forum and gameside, and because creating three posts on discord is more trivial than doing so on the forum or RMB, and because it's the most difficult to find user's posts on discord in large numbers, it might be worth limiting the scope of this to only the forum and RMB.

In Assembly terms I've always viewed the Discord as our equivalent of the Strangers Bar - a place for us to meet informally and discuss things - whilst the forum is the actual debating chamber where the formal business is conducted. Only considering formal business when it comes to activity/eligibility requirements makes a lot of sense to me.

Against.
Essential reasons: 
  • Assembly acts concerning active RMB/Discord community which would concern them and are not already implemented (Local Council elections already being open), which? 
  • Side note: Comfed, weren't you also strongly in favor against the Local Council being publicly elected?
  • Assembly acts concerning active RMB/Discord community, the legislative position exists for that reason. Members of the RMB/Discord community who are concerned with Assembly acts but are unwilling to participate via voting seems contradictory.
  • Specific point, why would the judicial branch (High Court, Chief of Justice, Associates...) be subject to 'public' voting?
  • By nature of SPSF generals, they're engaged if not with the RMB community, then the NS one. Furthermore, SPSF membership is in practice the most open one.
  • Citizens can and do already participate in SPSF activities (namely defending), as seen previously.
  • I'd (of course), contrary to this, argue against the ''good behavior'' section of the Act instead.
 Legalese reasons:
  • With way this thread has moved, the Act cannot be viewed as 'stand-alone'.
  • The only way this Act could work is if you were to introduce a mass-reformation of other constitutional and legislator acts (removing abstaining, re-introducing residence/citizenship, CoA being reformed as to not place the activity logging burden on one position, reformation of the Cabinet and others).

If you're not active enough to jump on the forums once a week and check for new votes, then you're not active enough to be a legislator. I don't think putting a couple of posts in the hall of spam every month counts as activity.
