[DISCUSSION] [2223.AP] Citizenship reform
#1

In the spirit of a reform I attempted to pass in 2020, I am reviving it because I believe we need to start defining our citizens as citizens and not as “members”. I hope that it would interest my fellow citizens to enact such a reform or one similar to it so we can stop calling citizens “members”. Instead of using residents and citizens as descriptors as I did then, perhaps we can use citizens (superceding members) and registered citizens or citizens registered to vote (superceding legislators) as descriptors. To accompany this reform, we could also rename our regional legislature as the Citizens’ Assembly. If we do have a Great Council, I will be pursuing this reform there as well to make sure whatever constitutional document comes out of it incorporates this reform.

Isn’t that just a bunch of name changes?

When it was originally proposed, it was a fix to SHSF members being barred from voting in Local Council elections. That was fixed by other means, though, meaning this proposal is essentially reduced to a bunch of name changes.

I did support this back when it was an issue, because at the time (at least in my opinion) it was the best solution to the problem, but if it's just going to be a bunch of name changes then I'm not supporting this.

Oh so as I see it, citizens become all people with WA nations in the region plus all Legislators?

Ok I feel like that act needs to be simplified and uh, shorter as well. So I've thought about it and what if we have a reptilian in our region, didn't think about what the proposal said, so no context.

Quote:(3 1) All residents members of the South Pacific will enjoy the freedoms of expression, speech, assembly, and the press, limited only by reasonable moderation policies.

(4 2) The right to a fair trial and defense against criminal accusations will not be abridged. No resident member may be subject to any bill of attainder, be tried for the same crime more than once, or be tried ex post facto.

(5 3) No resident member, who had joined the region in good faith, may be banned or ejected from the in-game region without the due process of law.

(6 4) No citizen member may be denied the right to vote or hold office, unless otherwise stated in the Charter or prohibited by constitutional law.

VI. THE EXECUTIVE

Elections
[...]
(5) Executive elections will be held every four months, where the Prime Minister and all Cabinet positions will be up for election amongst the members of the Assembly.

Let's demonstrate the same idea but with more simplification
Quote:III. RIGHTS AND FREEDOMS

Recognizing the democratic rights and freedoms of all members of the Coalition.

(1) All members of the South Pacific will enjoy the freedoms of expression, speech, assembly, and the press, limited only by reasonable moderation policies.

(2) The right to a fair trial and defense against criminal accusations will not be abridged. No member may be subject to any bill of attainder, be tried for the same crime more than once, or be tried ex post facto.

(3) No member, who had joined the region in good faith, may be banned or ejected from the in-game region without the due process of law.

(4) No member may be denied the right to vote or hold office, unless prohibited by constitutional law.

(5) No law may be passed by the Assembly that directly affects the activities of the in-game community without the consent of the in-game community.

(6) The High Court may strike down any general law or action that violates any right or freedom found in this Charter.

@'The Allied States of Bistritza', only native WA members and SPSF members are able to vote in LC elections.

What's the reasoning behind this? Legislatorship also opens up the ability to participate as a... legislator?

I'm also not quite understanding the reasoning behind this? The Assembly is composed of Legislators, not Citizens... I get that "Assembly of Citizens Registered to Vote" doesn't have much of a ring to it, but I think "Assembly" is fine as-is to convey its role as a legislative body.
