RMB Future: RMB Liaisons + Mods + MoC authority

I'm intending to make a new proposal which is largely the same as the proposal we previously voted on with an additional bill/law for RMB Liaisons that report to the PM. This was discussed in the OP of the thread, but I decided to not include it in the final voting package, believing it would be able to be left up to executive discretion. However, some people seemed uncomfortable with the lack of legislatively defined supports, so I'll add it to a second iteration of the bill.

How do people feel about this?

I’m beginning to lean to placing the LC under a ministry, but you do bring up an interesting idea. Under the PM, they could still be elected, serve a longer period, and have a clear line of order from the overall TSP government. And I’m not invested in them have bc, which could be invested in rmb mods.

Here's a draft of the RMB Liaisons proposal I'd like to attach to the previous set of changes as a way of ameliorating concerns that the RMB will become wholly neglected. With the LC's possible responsibilities (i.e. moderation, promotion, and cultural activities) all delegated to different components of the off-site government, I think it's hard to argue the RMB will be "neglected" in any structural sense.

Open to criticism/thoughts on the draft

RMB Liaison Act

An act to provide for outreach to the regional message board

1. Scope

(1) RMB Liaisons are the officials responsible for publicizing the activities of the executive government, Assembly, South Pacific Special Forces, and role play community, promoting endorsement of the Delegate and the Coral Guard, and answering questions asked by newer South Pacificans on the regional message board.

2. Appointment

(1) The Prime Minister, or another individual designated by them, shall be responsible for appointing members of the Coalition to serve as RMB Liaisons for a term coinciding with the Cabinet's. The Prime Minister, or another official designated by them, will have the power to appoint or remove RMB Liaisons at will.

(2) The list of current RMB Liaisons shall be located in a Dispatch that is pinned to the World Factbook Entry by the Delegate and in a prominent place on the off-site forum.

Okay…why can’t we trust elections for this post? Do we not trust the current Local Councilors?

So the liaison is going from off site to gameside in your outline, why not from gameside to offsite, to bring gameside ideas and problems to offsite government for solutions?

People from "the gameside" can then be brought onto the forum and share their ideas as Legislators. Not sure why we need a role to collect ideas from "the gameside" and bring them to the forum when people can just communicate their thoughts.

We've had a way for the "gameside" to bring concerns to the "forumside" all along, and look how much that got used.

And this answers my question how? I’m wanting to know how your plan deals with it, not how things are now or were. Would it be better if people were appointed by the offsite government or would it be better if people got elected and then were answerable to the PM or whatever body. You did ask for critiques or suggestions, but I have to wonder if you were serious.

Sorry HS, I answered a bit hasty on my phone, not noticing who had posted, but my point is still there. Trying to find a way to move things along.

I see that. But again…do you have trust in our current LCs?

And would you appoint someone who is never on the RMB if passed?

I think that’s a non issue. I doubt that whomever ends up appointing the Mod(s) of the RMB would take into consideration whether they are active on the very platform they are being chosen to moderate. That’s like putting an RMB only person in charge of moderating the Assembly area. It is impractical and illogical to suggest that we do that for the Assembly, so why would we do it for the RMB?

Speaking specifically to trust, it isn’t a matter of whether we trust the LC. Rather, the LC has proven over several terms, and several years, that they have neglected their duties to be the “home-rule” government, and instead have evolved almost exclusively into RMB moderation. That isn’t necessarily a bad thing that the role has evolved, but it doesn’t make sense to allow the same codified mandate to remain in effect, when they are not carrying it out.

As a former LC myself (back in 2017), I must admit I did next to no RMB moderation and instead did what I could to help with integration between forums and RMB.
