Like procedure with regards to how to deal with zombies is an example that came to me. Perhaps procedures necessary to run cultural events or detail the conduct of residents abroad when they post on other region's RMBs through our embassy system.

Please define "citizen"

Three citizens of The South Pacific shall serve on the Local Council.

According to the naming convention adopted by the present system this restricts council membership to those who have gone through the citizenship application process via the forun.

That was the idea, yes. Voters would still be residents.  This way we could still require CoIs for candidates and they'd have the same legal responsibilities as other public officials.

Posts outside High Court venues should be taken as those of any other legislator.
I do not participate in the regional server, but I am happy to talk through instant messaging or on the forum.

Uh...what?

Like, residents can use our embassy system to post on other RMBs  - posts which could be embarrassing to TSP if residents don't follow some standards.

For example, we might not think it should be allowed for TSPers to use TRR's board to post "TRR sucks balls" and "Screw TRR" etc. Because that kind of conduct could reflect poorly on TSP (if it isn't illegal in NS too).

I'm totally just spit-balling here what a municipal ordinance might be concerned with - I'm not saying that's what they'd be doing.
