I don't see it as Forced Uni. Call it a reunion of sorts. If we are only talking to our allies once a year about renewing a treaty, why even have one? A mandated summit is kind of the same thing is it not?

No, a mandated summit isn't the same thing as a re-renewal; with a mandated summit, the treaty isn't on the legal chopping block at the beginning of the summit by default.

I don't understand what's happening with Spiritus - we appointed Feir so that they'd continue negotiations, not back off and wait to see who wins the elections. I really don't like seeing that behaviour from Spiritus and I think Feir should put some stick about and get them to start negotiating - it's silly having this treaty sitting in the Assembly and getting cold because seemingly nobody in Spiritus is willing to budge on the treaty's text.

Spiritus' Rogamark is going to put the treaty up to vote in their Assembly, much as I will have the final copy ready to go in ours. They agreed to the changes.
