Legal Question (interpret the meaning and application of a law) The Scaltenian Rebellion
#1

After the South Pacific's Bureau of Cartography confirmed Sanden's claim on the island group collectively known now as Scalten in late March, Sanden began to move in and construction government and military facilities on the island to aid colonization.

Only days later, however, a group of influential plantation owners alongside a sizable group of natives gathered in Delfino Plaza (in the namesake capitol-to-be Port Delfino) to protest the move-in. The leaders of the group were invited inside to negotiate a possible compromise, as the others lobbied outside. Unfortunately negotiations were unfruitful and quickly broke down. They soon left and construction continued. Days later they returned in force, driving many out while simultaneously burning much of the city. They were driven out by the military, but only after they created 60 casualties and torched an estimated 55% of the city.

In the time since more and more of the settlers and natives have risen, and now they have exceeded the stationed troops' ability to hold them off. Intel reports that there is evidence of an increasingly large army of rebels building up in neighboring islands.

Across the sea in Notlock City, President Robert Stevenson addresses the legislature:

"Ladies and Gentlemen, as you may well know there has been a minor situation going on in Scalten, well at least up until recently. In the past couple of days, our Bureau of Intelligence has reported that the rebels are building a substantial army in the shadows, and that they are preparing to completely raid and destroy our fortifications and government facilities on the island. It will take quite some time to build up and plan a counter attack. We need to act NOW, or else we lose our right to claim the valuable possession as our own. In addition, I urge you to approve a call for help to neighboring regions, as intel shows that the rebel army could strike in as early as 6 hours from now."

Sporaltryus and Aquica is sending a defense force based at Aquica immediately. Preliminary air forces and fast attack ships will arrive in 2 hours.

Sporaltryan forces have established a forward operating base in the capital. Additional forces are en route from Sporaltryus itself unless the current government wishes for no more troops.

President Stevenson personally thanks Sporaltryus for its rapid response.

Intel reports that the forces have gathered on the north side of Isle Delfino, and plan to march down along the western edge of the island toward Delfino Plaza. Construction on barricades and other defenses have begun, and assistance would be appreciated. A rudimentary map has been created to aid planning.

In addition, there may be naval resistance, however, the size and strength of said force is unknown at the time. A battle group of one aircraft carrier and several cruisers have been sent from the port of Mycaruba carrying troops and to provide naval support.

Sporaltryan Forces will begin scouting the area where the rebels are supposed to be, with the assistance of Scalten Forces.

Although our military has been stretched after the civil war, we will send a few of our advanced warships. In the event of intensifying conflict, we may send additional forces.

Resentine will begin sending Royal Marines along with the Third Naval Battle Group. We will also be airlifting military and humanitarian supplies to Scalten within 6 hours.

Qvait recognizes the situation and would like to hear from both sides. The Qvaitican Navy will send the QRS Azzello Carlino, a frigate, over near Scalten.

The fleet will mostly serve to prevent either side from initiating atrocities and/or genocide. However, we will help the Sanden government over the Scalden rebels, as long as the rebels do not favor socialism.

VP Joseph Murray at a press conference in Notlock City:

We have, in the past hour, received a message from Qvait. Just to clarify, we recognize the situation, and your request has been noted. For further clarification, the rebels align themselves with anarchy, matching their violent resistance to our moving in. Attempts at compromise was made, but they rejected anything less than us leaving completely, which is out of the question at that time. In addition, their violent actions against the city was completely unwarranted, and will not go ignored.

In addition, noting the deployment of your naval vessel, while we do not expect nor wish for the spread of this conflict, but I'll be straight with you: Any act seen as assisting the insurgents will be considered an act of war. Again, we do not hope for conflict with our fellow South Pacificans, but I just need to make the boundaries clear.

On one last note, troops have been received three of our neighbors, in one of which our military fought to help quell a civil war. Let there be no mistake, we appreciate all their willing contributions. And fear not, your troops won't be sitting long. We expect a major confrontation within the next 48 hours. That is all.
