I like the system that Hileville and Unibot are proposing and having the Delegate choose a member of the CSS, Admin, and one other person who has contributed to TSP in terms of having a record of service here. Hileville, would that go in the citizenship or BoR section?

I also agree that it is extremely disrespectful to come into a region just to vote when people have been contributing and building up the region and by doing so you eliminate one of the in-game reasons for people to contribute. It's like France or Russia sending citizens to vote for American elections. Or, again, in game terms in a volleyball tournament having players from a tennis tournament come in and start playing at the final match. Not only is it against all sportsmanship qualities but it ruins it for the people who worked hard all tournament long. There is a reason that people who were on the CSS during my delegacy disappeared or stopped being active, I talked to some of these people then, and we have a retention problem because we don't support those who want to build the community up.

I've joined several regions recently and started exploring them but until I know more about the people and the regions, I wouldn't feel comfortable voting in elections. The only region I did feel comfortable voting in a long time ago was one that I was posting in\learning about\and hanging out with the people on IRC since I stopped doing all those things I don't really feel comfortable.

If we drop 2 posts a month then perhaps we might change the rule for voting in elections so that citizens must have a certain minimum number of posts to be considered for voting in elections at all?

Oh and P.S. Hileville, just thought of something. What is a nation is ejected or banned from TSP by a rogue delegate? Would their citizenship be immediately lost? I was thinking of Milograd and the coup but also what if we have a Delegate who removes someone from the region for something silly or personal or even as a joke? I remember someone ejecting people as a joke once so we need to figure out how to make it clear that its if the nation chooses to remove themselves?

I can support a small post minimum in place of the 2 posts a month.

Something like 15 seems reasonable to me. I think that is large enough to get people involved, yet small enough not to be a major barrier to entry.

Escade, during Milograd we gave a blanket exception to all nations. If I recall correctly we froze citizenship checks for several months. I don't know if we actually need to legislate for every single possible scenario. Maybe a clause stating the Citizenship Council may place a hold on processing applications and updating citizenship rolls in cases where a State of Emergency exists.

I also wouldn't be opposed to a 15 posts requirement for voting.

Edit 2: I have a couple of other small tweaks here that I will be able to post late evening.

66% is an unusual number of TSP's law. We always use 75% for recalls and any votes with regards to people.

I don't think Escade is saying a flat 15 post total minimum for voting in elections. That wouldn't achieve anything, after she just said she feels it's disrespectful to vote in our elections without be a contributing member.

I imagine she means replacing a monthly post requirement for citizenship, for a monthly post requirement for voting.

I don't personally see the difference. I think the strongest proposals here are those that require dedication throughout the entire previous term.

Which I don't really understand. We have two odd traditions (60% and 75%) when 66% would constitute a reasonable supermajority in most cases. I would prefer if we changed all the 75%s to 66%s, but I understand a desire for consistency across the board.

I'm thinking that having two tiers would help. The minimum post requirement for contribution to the region the term prior to the election term and that leads to applying to the committee to become an Electorate as was mentioned by Hile and others. The committee could offer some guidelines about what they expect (let's say it is 15 posts or more likely 25 posts over the course of a term) then they can't be in the halls of spam.

7. Citizenship may be removed by a majority vote of the Cabinet if a nation is found to be a security threat. Citizens removed for being a security threat may appeal to the Assembly which may reverse the removal by a 75% majority vote in favor.
The Cabinet must submit a report to the CSS justifying the security threat removal. Citizens have the right to request this report according to the Sunshine disclosure laws.
8. If the Vice Delegate position is vacant or the citizenship application processing has been on hold for more then one week, the Cabinet must designate a member to perform the above duties.
9. The Vice Delegate must provide an up to date list of citizens at the beginning of the nominations period. The Vice Delegate and appointed Election Commissioner must submit a published and public final list of eligible voters before the election voting officially begins
10.  Citizens are to be distinguished from Citizen-Electors. Citizens may vote in the Assembly and have all other rights afforded to them except for the right to vote in elections. 


Article 2: Bill of Rights.


1. Nations that reside in The South Pacific shall be afforded all rights contemplated in this article unless otherwise noted.
2. The freedom of speech, including the freedom of expression and the press.
3. The freedom of thought, including the freedom of belief, opinion and conscience.
4. The freedom of association, including the freedom of peaceful assembly.
5. The right to equality and the freedom from the denial of participation based on arbitrary or discriminative criteria. 
6. The right to contact the government on all matters of their interest and receive a prompt and adequate response from the relevant officials.
7. The right to defend themselves in the judicial system of the Coalition of The South Pacific with all the guarantees of a speedy hearing and due process of law.
8. The right to apply for citizenship and have such an application promptly accepted, subject to requirements of citizenship, or otherwise denied under reasonable causes, with the right to an appeal to the appropriate officials.
9. The freedom to reside in the region of The South Pacific, and the right to not be ejected or banned without reasonable cause and due process of law.
10. The freedom to determine to whom their endorsements are given, subject to the duties and restrictions established in the Charter and the Code of Laws.
11. The right to vote in Assembly matters is afforded to citizens.
12. The right to vote in elections and run for office in a TSP government position is a right afforded to the Citizen-Electorate. This right is afforded by fulfilling the following requirements: 1) nations holding cumulative citizenship for four months before the start of the elections nominations period, 2) having a minimum of 25 posts on the forums, and 3) applying for Citizen-Electorate in the appropriate thread.


Todd, the 14. you added overlaps with 9. in Section 2 above so possibly they should be combined?

Glen, regarding point 6. and the backdating - can the Admins ask Asta for the scripts she mentioned or someone named Prussia? They seem to have a way to automate that process? So if it can be automated then the admins would get a message immediately?

In my case it's because of raiding. Even still, as President of Europeia (currently), I would keep my WA in Europeia, were it not mobile, simply because that is my higher priority right now. I am, however, capable of focusing on more than one thing. I don't think it's fair to exclude me from running for office because I'm involved elsewhere... if it's seen as a problem, the voters wouldn't elect me.
