A General of the Special Forces should not be mocking the people under his command and then shield himself by saying it was a joke. His job was to account for the success of a mission, not to make fun of people. I hope the Minister of the Army takes note of this incident, because I can't see how anyone would want to join an institution where they can be made fun of.
A General of the Special Forces should do his best to put others at ease, and if that is with light-hearted teasing than so be it. It's not really like his was calling him out for being an incompetent switcher or making fun of him for his raiding/defending abilities.
But either way, I think we're all caring too much about 1 line of a report.
