OK. I know what you are trying to do, but states don't usually send their armies into other countries just because of a single bombing.

Im not going to send my entire army.

Just some troops to help you hunt the terrorists. 500, 600, 300, 400, etc. And if Kringalia allows it, of course.

I mean...
Kringalia is not the wild west. You are not just going to check out the saloon with your troops and have a gunfight with the local ganster.
More to the point, capturing terrorists is not as simple as sending the army and getting them. Military force is not even used in most developed nations to capture criminals.
