I mean, no offense here... But Kys seemed to be more reasonable than Ryccia, it is more logical and approachable as well. It is more competent in a diplomatic manner as well.
Ryccia had a multiple personality disorder and an alter ego in that it tries to say that everything is well when in fact the nation is completely drenched in the state of war and rebellion. We supported them when others didn't but somehow Ryccia was completely unappreciative for a lot of things we have done.

What exactly does Kys hope to accomplish by making it illegal for people of college age to have consensual sex? Likewise, why would universities, of all institutions, decrease funding for the arts?

Even if they are "useless" programs (and Ryccia, you're forgetting the point of electives as well) the university has no reason to defund them, they make lots of money off those programs.
First, if you read Discord yesterday, you'll know why. I ain't planning to fund the arts. There are Art Colleges for that.
Second, of course there is sexual education. Yet, teenagers will do it anyway, so, time to make it illegal.
