Attending this conference are representatives from Darkstrait, Noctenos, the Resentine Kingdom, Ryccia, and with great reluctance, representatives from Sporaltryus were allowed to come. Representatives from other nations are invited to come. President Aaron McBane of the Pacific Republic of Qvait hosted the conference at the Stockholm Convention Centre and started,
"Welcome to the Stockholm Conference. As you all may know, we are here to discuss the dire situation in Sporaltryus. Let's get started. Here is my take on the situation. At this time, there is a military operation that is waiting my authorization. That operation is Operation Black Knight. I am considering the option of taking military action against the terrorist organization known as the Consortium. My fear is that now that they are in control of the Sporaltryan government, they now control its nuclear arsenal and we all have seen what this terrorist group did when it stole a nuclear device. If we do not take action now, they might as well use those nuclear weapons on us."
(OOC: I decided to go ahead with this conference.)
"While yes, the Consortium is a big worry, we should not take military action. Although war is maybe inevitable, we must delay it as much as we can".

President McBane said, "The Qvaitican Republic has been trying to delay the inevitable for the last few months. However, the situation has changed. We have to take action now before the Consortium can secure the Sporaltryan government's arsenal."
Lavaeolus Ephebia leaned forward. "I would advise all nations to continue nuclear testing at this point. The Consortium is dangerous and we fear that a nuclear attack is inevitable. We need to show the Consortium that if they attempt a nuclear attack we will respond in kind."

President McBane replied, "Mutually-assured destruction will not help us. The Consortium has violent, insane members who probably would not care if they died while taking us out. We should be declaring a preemptive war on the Consortium. Peace went out of the window when they killed 25 million people in an instant."
"We need time to prepare if we are to launch such a war."
