The Chair of the Assembly of The South Pacific is the person responsible for running and maintaining the Legislation process within the Assembly, as well as managing all government documents, including the Charter and Code of Laws. The Chair of the Assembly also makes sure that all legislation fits within pre-determined standards and guidelines, does not contradict other pieces of legislation, and if so, are voted on in the proper order. The Chair of the Assembly serves as a bridge between the Cabinet (on which the Chair also serves) and the Assembly. The Chair of the Assembly is elected for 4 months at a time, and said elections follow procedures outlined in the Code of Laws. In the case that any Regions are prohibited, it is the Chair of the Assembly's duty to make sure that said region is listed in the Code of Laws.

The Chair of the Assembly was once known as the Minister of the Region. This changed on November 1st 2010, when Todd McCloud proposed changes to Article 15 of the Charter of The South Pacific. 3 days later, voting began on whether or not to implement the change. The result was unanimous support for the change.
