Government to make war declarations harder to pass

Ravneby — Prime Minister Steve Bennett announced on Friday that the Valkyrian government will vote on a constitutional amendment to make future declarations of war more difficult to pass. On the floor of the Storting, the prime minister said that the voting threshold for the issuance of war directives would increase to three-fourths, require explaining, and such directives would need authorisation from the jarl or jarlskona and the World Forum. According to the current constitution, the prime minister can issue war directives with the support of two-thirds of the Storting.

The proposed constitutional amendment will shift the placement of the war directives subsection from Section 2 [Head of government] to Section 3 [Joint provisions] under Article IV – Heads of state and government. As Section 3b [War directives], the second clause will state:
The prime minister shall have the power to issue a war directive after explaining the necessity of the directive and receiving the support of two-thirds three-fourths of the storting and authorisation from the jarl(skona) and a World Forum resolution.

The announcement by Bennett comes after Blisse Starke, the Hystaigan supreme voice, demanded a prohibition on future invasions of Hystaiga by Valkyria and urged the international community to require World Forum approval for invasions. In his announcement, Bennett did not address Starke's demand to ban Valkyria from invading Hystaiga, but the move to increase the difficulty in passing war directives represents the Valkyrian government's first apparent concession to Hystaiga.

The Storting has the power to amend the Valkyrian constitution. However, amendments that are ratified with under two-thirds of the Storting voting in favour must be voted upon in a national referendum. With Bennett's government comprising less than two-thirds of the Storting, the proposed constitutional amendment may be headed to a popular vote. If that is so, Bennett said that his government will move to hold a special referendum day.
