Not necessarily, people still have the option to vote for RON, which Re Opens Nominations. If RON wins then others may decide to run.

According to the recently revised Article 1 of the code of laws there is no explicit requirement to be either a Resident or Citizen - obviously an oversight as I accept there is an implied requirement

There is a requirement. Check the last section of the Bill of Rights.

Article 2.8 give a citizen the right to vote and be elected to office. While it kind of covers it, it should be addressed somewhere that non-citizens/residents are not able to or entitled.
