Define "Election periods"
Is it from the date an election is announced? Or are citizen applications to be suspended every four months to coincide with the current election schedule?

Okay I realise this is an unlikely scenario but let us say for arguments sake that 50 nations apply for citizenship on the 14th preceding the start of elections - could the present infrastructure accommodate such a workload or would elections have to be delayed until they were all processed?
If we had 50 applications the day before an election it's almost certainly a case of an attempted vote-stacking take over, and I doubt any of them would be processed.

However, if someone active on the RMB, for instance, catches wind of an upcomin' elections, and they apply for citizenship a day or two before said election, I don't think the law should be so inflexible as to not allow them to vote just because the elections threads just so happened to get made before someone got 'round to acceptin' their application.
