If some group catches wind that a candidate for Delegate would be bad for them, and they apply for citizenship a day or two before the election, should the law be so inflexible as to not allow them to vote for their group's interests, and then leave the region once they've pushed a friendly Delegate into power, because they never had any intention of staying and being actual members of the community?

Like I've said before, we have to create a balance between being an open community and preventing abuse of that openness. Yeah, it sucks that somebody can't participate in an election because they didn't apply for citizenship early enough. But that's the cost of having a decently secure system. We can't have it all. There are trade-offs to everything.

I think we should make it so that people need to apply for citizenship before the start of the election. That way if it takes a day or two to get the citizenship approved, it will still be fine.

That should take care of your concerns that someone won't process it in time, correct GE?

If that means cit apps should be processed before nominations are open for an election cycle, I'm for it.

If it means we do what we used to, and put citizenship applications on hold 7 days prior to the start of elections, then Im ALL for THAT. Im more worried about the 2 people who arent legit than the 5 who are.

The way I read it is, if ya apply for citizenship on the fourteenth and the election begins on the fifteenth, but you're application isn't processed 'til the sixteenth, you're still eligible to vote 'cause ya applied before the election began...

Oh I agree that such an event would be highly suspect as, but GE says:

Although the "catches wind of" would infer that the elections are somehow shady deals behind closed doors, if we are genuinely making an effort for the residents to engage with forum activity then an approaching election would hopefully be accompanied by an upsurge in citizenship applications - what better way to kick-start participation than taking part in one of the most visible actions that the Coalition handles, namely the election of the delegate?

I don't know if this still the case, but way back when the idea was to have election coincide with the busy periods in an attempt to keep activity. So ... yes. But 50 people would still be suspect.

Upon the applicant being conditionally approved the forum administration staff will conduct a security check to ensure the applicant is not using a proxy, is not trying to avoid a forum ban, and is not a citizen using a different nation. In the event that an applicant is found to be using a proxy, attempting to avoid a forum ban, or applying for citizenship on multiple nations their application will be denied and not subject to appeal.
4. Citizenship applications submitted during election periods will not be processed. In the event that a citizenship application has been submitted prior to the election but not yet processed, the current Vice Delegate may process the application during the election period.
5. In the event that an applicant is denied the reason for denial must be disclosed by the Vice Delegate. The applicant may appeal their denial to the Assembly which may reverse the denial by a 75% majority vote in favor.
6. If a Citizen no longer has a resident nation their citizenship will be immediately removed by the Vice Delegate.
7. Citizenship may be removed by a majority vote of the Cabinet if a nation is found to be a security threat. Citizens removed for being a security threat may appeal to the Assembly which may reverse the removal by a 75% majority vote in favor.
8. Citizenship will be removed if a nation has not logged into the South Pacific forums for more than 30 days and made two posts within that period.
9. Citizens may request a leave of absence from the Vice Delegate.
10. If the Vice Delegate position is vacant, the Cabinet may designate a member to perform the above duties.
