I'm not sure about allowing the Assembly to override proscriptions made by the Cabinet but not ones made by the CRS; I'd prefer it to either be both or neither.

Happy with the draft overall if we can fix that though.

Then rather both, but let me explain the intent: CRS-sanctioned proscriptions are more likely to be security-based, and thus more serious than Cabinet-sanctioned proscriptions that are more likely to be diplomatic in nature. I'm fine with changing it to both if people are loud about this part.
