Emergency Services Cooperation Resolution

A resolution to encourage cooperation between emergency service agencies

Proposed by Ambassador Marcus Bailey of the Valkyrian Republic

Section A — Introduction
  • To encourage cooperation between the emergency services of states, we hereby establish the Emergency Services Cooperation Organisation (which shall be referred to as the "ESCO" throughout the rest of the resolution).
Section B — Mandate
  • The ESCO shall
    • Be an international organisation featuring the voluntary membership of states within the World Forum, whether they are members or observers,
    • Serve as a junction of emergency service agencies where strategies and tactics can be shared among agencies, and
    • Issue policy recommendations in an effort to increase the efficiency of emergency services across the world.
Section C — Participants
  • The following types of agencies may participate in the ESCO:
    • Emergency management
    • Fire
    • Emergency medical services
    • Police
    • Other specialised units
      • Aviation units (for the use of law enforcement, firefighting and fire rescue, emergency medical services, and emergency management)
      • Hazardous materials
      • Search and rescue
  • Military units that exclusively fit any of the categories above may also participate in the ESCO.
Section D — Organisational structure
  • The ESCO shall be headed by a director-general who shall be elected by a simple majority vote in the Committee for Health.
  • The director-general shall serve for a term of six months.
  • The Committee for Health shall determine, by a simple majority vote, the headquarters of the ESCO.

"We are in accord, however, we do not see the reason of having tactical teams and bomb disposals. As these would be much more applicable in the anti-terrorism resolution agreed prior. Furthermore, we see that the term 'aviation units' must be explained further."

"I can see the benefit of this proposal, but how much would it cost to participate? Could this potentially slow national emergency response times? Additionally, I would agree with the Honorable Lord Gideon Kwah. The term "Aviation Units" is rather vague."

We have revised the resolution in an effort to meet the concerns of the representatives of Huawan and FiHami so as to define "aviation units" and remove specialised police units. As for concerns raised by the representative of FiHami, the intent of this resolution is to allow emergency services to share their knowledge and possibly even participate in joint training exercises to improve the response time to states of emergency, whether that is on the international, national, or subnational level. This may cost participants some money, but the expenses would be well worth the improvements made to disaster preparedness and response times.

To the World Forum,

Following consultation with the Grand Commander and the First Minister of the Ecclesia, it has been agreed upon that the Olympian Republic can in no way support the current draft of this resolution, nor any similar draft in content and substance related to this one. Should the resolution, as it currently sits before the World Forum, come to a vote before member states, we would fervently oppose it.

It is the opinion of the Orders that such a proposal would not carry the weight of itself far enough to prove its worth. As an initial introduction, we were not aware that such a heightened level of cooperation between the emergency services of member states were necessary in the current environment, but are not entirely opposed to the premise as well.

The Emergency Services Cooperation Organisation’s mandate is, far and away, our biggest concern. This organisation, ostensibly created to fulfil the role of coordinator of emergency services, is left with the same powers as a small club of a major university, certainly held up by the prestige of the larger organisation but containing far less power than it needs to be effect. Policy recommendations and tactics sharing only goes so far, and with the digital era where almost every move can be recorded, direct strategies can often be gleaned through non-intrusive surveillance. There is also no requirement for members in the ESCO to share all applicable strategies, or engage in honest dialogue, which can seriously hamper the quality of emergency services should false information be spread without proper vetting.

Therefore, in the opinion of the Republic, the following proposal is more suited to what such an organisation would be able to accomplish:




A Resolution to form the Emergency Services Coordination Association

Introduction
The purpose of this Resolution is to set up the Emergency Services Coordination Association (the ESCA), its associated administrative elements, its purpose, and its power.

Mandate
The ESCA is formed to fulfil the following purposes:
  • To coordinate a multi-national response to any emergency as necessary.
  • To train and prepare all relevant services effectively and under the recommendations set forth by the ESCA.
  • To collect numerous data regarding the performance of emergency services among member states and process it for recommendations on increasing efficiency and response capability.
  • To inform the World Forum on an annual basis the status of all member states’ emergency services.

Power
The ESCA shall have the power of the World Forum to carry out and enforce its mandate on all member states, and will enlist the assistance of its parent organisation as required.

Administration
The ESCA is to be headed by a Director selected annually by the World Forum, from a pool of nominees from all member states. All member states will also select their own Sub-Directors to serve on the Directorate of the ESCA, charged with the mandate of the ESCA. any decision undertaken by the Directorate may be overruled by the World Forum.

Membership
Membership in the ESCA is offered to all member states of the World Forum unconditionally, and to all external states under the conditions as set forth by the Directorate.
